HVAC Installation, Repair and Maintenance Services

The National Metrology Institute of South Africa (NMISA) has issued Request for Quotation RFQ 12996 for a comprehensive package of heating, ventilation and air conditioning (HVAC) works at its facilities on the CSIR Campus in Brummeria, Pretoria. The scope covers Buildings 4, 5, 6 and 7 and includes the installation and wiring of laboratory heaters, controller installation and commissioning in eight laboratories, rewiring of a distribution board for an air handling unit (AHU), and replacement of controllers and actuator valves. Further work includes repairing leaking ducting, supplying and installing a water balancing valve on a York chiller, replacing a chiller compressor followed by pressure testing, vacuum and run commissioning, and fault-finding and repair of air conditioners in several rooms and laboratories. The package also requires removal and replacement of multiple ceiling and cassette-type units ranging from 36,000 to 60,000 BTU, with a 48,000 BTU unit specified for one location, along with pipe work replacement from aluminium to copper, major servicing, leak checks and regassing of a unit in the FIBSEM basement facility, and general ventilation cleaning in the ARI laboratories.

The contractor must provide an HVAC trade certificate and deploy at least two technicians. Critical operational requirements include protecting sensitive laboratory and server equipment from dust through cover sheets during construction, replacing damaged ceilings caused by the works, and removing all old air conditioners to the facilities storeroom. A 6-month warranty applies from commissioning of all HVAC components, and the contractor must submit a signed completion certificate listing all work performed. A safety file must be submitted after a purchase order is issued. Attendance at the compulsory site briefing on 5 November 2026 at 11:00am, CSIR Campus, Building 5, is required.

For NMISA, the work supports the reliable and stable environmental conditions essential for precision metrology, calibration and laboratory research, reducing downtime and protecting high-value scientific equipment. Quotations must be firm and valid for at least 30 days, clearly state the delivery period, and be submitted to scm7@nmisa.org by 12:00 on 9 November 2026. Prices above R2,000 require a valid B-BBEE certificate, and bidders must complete the SBD 4 declaration and SBD 6.1 preference point claim form. NMISA is a Schedule 3A public entity under the PFMA and pays only once all goods and services are delivered in full.
