Overview

Summary

Repair, load testing and certification of two scissor-lift cherry pickers at O.R. Tambo International Airport, covering hydraulic, electrical and safety system repairs. Bidders must provide accredited, qualified technicians. Quotations close 11 November 2026.

Detailed Description

This Request for Quotation (RFQ), issued by South African Airways (SAAT) through its Non-Aircraft Fleet business unit, seeks a suitably qualified service provider to repair, load test and certify two cherry pickers (scissor lifts) based at O.R. Tambo International Airport. The units are identified as WWC 950 GP and WWC 948 GP. The objective is to ensure the equipment is fully compliant with applicable occupational health and safety requirements and safe for continued operation. The background section refers to four operating scissor lifts, but the scope of work and pricing schedules cover two units, so bidders should clarify this with the Project Manager before pricing.

The scope of work is itemised per unit. For WWC 950 GP, it includes a full inspection, a load test, replacement or servicing of the strobe light, limit switch, emergency stop and spring-load single switch, supply and fitting of O-ring kits with wiper seals, a hydraulic service kit, hydraulic oil, a replacement directional control valve, a 24V body solenoid, engine oil (15W-40), consumables, technician labour and travelling. For WWC 948 GP, the scope covers a similar set of safety, hydraulic and maintenance items, including an engine service kit, hydraulic oil (grade 68), engine oil (13 L), an inspection and a client load test. Pricing must be clear, transparent and aligned with the scope of work, and is to be submitted using the Annexure A pricing schedule.

Critical criteria are pass/fail. Bidders must provide proof of relevant accreditation, registration or authorisation where applicable; qualifications and competency records for at least one person who will conduct the load testing and diagnostic assessment; valid calibration certificates for testing equipment; and evidence that diagnostic equipment is in serviceable condition. The bidder must also submit a diagnostic methodology showing how the mechanical, hydraulic, electrical, structural and safety systems of each lift will be inspected, tested and assessed. Mandatory documents include a SARS tax clearance certificate (or proof of application), a valid B-BBEE certificate, SBD 1 (Invitation to Bid), SBD 4 (Declaration of Interest) and CIPC documents. Evaluation is 80/20 on price and B-BBEE points, as the estimated value is below R4 million. Preference points are awarded for B-BBEE ownership by Black persons, persons living with disabilities and women. Quotations must be emailed by 10:00 (GMT+2) on Wednesday, 11 November 2026, and questions must reach the Project Manager by 9 November 2026. Quotes are valid for 90 days. SAAT is not obliged to award the contract to the lowest bidder, and the process is governed by South African law, with disputes subject to AFSA expedited arbitration in Johannesburg.

Suitable Businesses

This tender suits accredited mechanical, hydraulic and electrical service providers with experience in aerial work platforms, scissor lifts or material-handling equipment, particularly companies with OEM authorisation or recognised load-testing and certification credentials. Businesses must be tax compliant, CIPC-registered and hold a valid B-BBEE certificate. Small and medium enterprises, and businesses that are at least 51% owned by Black persons, women or persons living with disabilities, may benefit from the preference points. Bidders must be able to deliver on-site at O.R. Tambo International Airport, meet airside safety and access requirements, and supply qualified technicians and calibrated test equipment. General contractors and businesses without relevant technical capability or certification are unlikely to be competitive.
