Overview

Summary

A 24-month professional services contract for project oversight, contract administration and quality assurance of Automated Weather Observation System (AWOS) replacement at five South African airports. Bidders must provide ECSA and SACPCMP-registered key personnel with relevant airside experience.

Detailed Description

Airports Company South Africa (ACSA) is procuring Joint Monitoring Team (JMT) professional services to oversee the design, supply, installation, testing and commissioning of new Automated Weather Observation Systems (AWOS), along with the decommissioning of the existing systems, at Cape Town International Airport (CTIA), George Airport (GRJ), Chief Dawid Stuurman International Airport (CDSIA), Upington Airport (UPN) and Kimberley Airport (KIM). The contract runs for 24 months and is governed by the NEC3 Professional Services Contract (PSC). The AWOS provides real-time meteorological data for air navigation to SAWS, air traffic controllers and pilots. Several existing systems have reached or exceeded their useful life, and the CTIA system is malfunctioning, so the programme is time-critical for aviation safety and operational continuity.

The successful bidder will act as the JMT and provide project management, contract monitoring and administration, technical oversight and quality assurance across all six project stages, from inception through to close-out. The minimum team comprises a Lead Project Manager (Pr CPM and/or Pr Eng), a Lead Civil Engineer (Pr Eng), a Lead Electrical/Electronic Engineer (Pr Eng), Level 3 full-time site monitoring technicians or electricians at each site, and a Construction Health and Safety Agent. Services include reviewing designs against ICAO, SACAA and ACSA standards, chairing fortnightly site meetings, monitoring contractor programmes, issuing payment certificates, managing airside procedures and compiling monthly Project Board Reports. Works are located largely on live airside areas at National Key Points, so strict compliance with ACSA occupational health and safety requirements, airside induction, permit control and security vetting is mandatory. Mandatory site briefing and inspection attendance is required, and ACSA may terminate the project if no budget is available.

Evaluation is staged: mandatory administrative requirements, then a functionality assessment out of 100 points with a minimum threshold of 85, then price and preference scoring using the PPPFA 80/20 system. Functionality scores depend on company experience in navigational aids, airside electrical, automation or runway projects in the last 15 years, and on the qualifications and track record of key personnel. Bidders must also meet a 30% Contract Participation Goal through empowering suppliers and submit a Tax Compliance Status PIN, CSD registration, a COIDA letter of good standing and proof of insurance on award. Joint ventures and consortia are permitted, but members are jointly and severally liable. Bidders should review the full bid document, including the Form A7 project list and the Form A11 key personnel schedules, before submitting.

Suitable Businesses

Engineering and project management consultancies with ECSA-registered Pr Eng or Pr Tech Eng engineers, SACPCMP-registered Pr CPM project managers and Construction Health and Safety Agents. Firms should have experience in navigational aids (AWOS, ILS, VOR, DME, radar, AGL), airside electrical or automation projects, and working in live airport environments. Suitable candidates include medium to large engineering consultancies, and joint ventures or consortia that pool these skills. Small firms may qualify through partnership or subcontracting, provided they meet the mandatory requirements, CSD and tax compliance, and the 30% Contract Participation Goal. Businesses without airside experience or the required professional registrations should not apply.
