Panel of town and regional planning consultants for Ngaka Modiri Molema District Municipality (North West), engaged as and when required for up to 36 months. Requires SACPLAN-registered lead planners and multidisciplinary specialists; scored on functionality (minimum 110 of 140 points) and price.
The Ngaka Modiri Molema District Municipality, located in the northern part of the North West Province, is seeking to establish a panel of suitably qualified and registered town and regional planning firms. The District comprises five local municipalities: Mahikeng (the provincial capital), Ditsobotla, Ramotshere Moiloa, Ratlou and Tswaing. The panel will provide professional planning services to support the implementation of the District's Integrated Development Plan (IDP) and a range of developmental plans and strategies across the District and its constituent municipalities. Services are called upon on an as-and-when required basis, with no guaranteed volume of work. The panel is valid for a period not exceeding 36 months from the date of appointment, and the Department of Planning and Development will oversee and manage it.
Typical work under the panel includes, but is not limited to, reviewing Spatial Development Frameworks, preparing Precinct Plans, developing and amending Land Use Schemes, processing land development applications, and preparing business plans to access developmental grants. Each bidding firm or consortium must nominate a Project Manager who is a professionally registered Town and Regional Planner with the South African Council for Planners (SACPLAN). Consortia are also expected to include, or have access to, competent personnel registered with the relevant statutory councils, including a land surveyor (SAGC), an environmentalist (SACNASP or EAPASA), a geologist (SACNASP), a GIS specialist (SAGC), a notary and conveyancing attorney, an architect (SACAP) and an engineer (ECSA). Bids are evaluated using a functionality assessment out of 140 points, with a minimum threshold of 110 points, and a preference point system of 80/20 for price and specific goals. Functionality scoring rewards evidence of similar completed projects (such as township establishments, SDFs, precinct plans, land use schemes, land use applications over 5,000 m², and successful grant applications) and the registration levels of the professional team.
For planning firms and multidisciplinary consultancies, this panel offers a multi-year pipeline of district-level work with exposure to municipal planning, land development and grant-funded projects across five local municipalities. Successful bidders gain a recognised position on a government panel, which supports future appointments without repeated full tender processes for each assignment. Mandatory returnable documents include proof of Central Supplier Database (CSD) registration, tax compliance status, municipal rates and tax statements for directors and the company, three years of audited annual financial statements (or independently reviewed statements where audit is not required by law), signed declarations of interest, and a soft copy of the full submission on USB. Bids close on 4 December 2026 at 11:00 and remain valid for 90 days. Prospective bidders should review the General Conditions of Contract and the full bid document before submitting.
Registered town and regional planning firms with SACPLAN-registered Town and Regional Planners able to lead projects, and multidisciplinary consortia that can supply or contract the required land surveying, environmental, geological, GIS, legal, architectural and engineering expertise. Firms should be CSD-registered, tax compliant, able to provide three years of audited or reviewed financial statements, and have a track record of similar municipal or public sector planning projects. Small and emerging planning practices may qualify through joint ventures or consortia, provided the functionality threshold of 110 out of 140 points is met. Businesses without the required professional registrations or relevant project experience are unlikely to be competitive.
