The Department of Water and Sanitation seeks a panel of CIDB 7CE or higher contractors for a four-year framework covering civil maintenance and related works across Northern Operations (Water Management Areas 1-5). Work packages will be competitively allocated via RFQ, with no guaranteed volume.
The Department of Water and Sanitation (DWS), through its Strategic Infrastructure Asset Management unit, is establishing a framework panel of contractors to carry out civil maintenance and related works across its Northern Operations cluster. The framework covers Water Management Areas 1 to 5 and is intended to help the Department clear a substantial backlog of civil maintenance on its departmental water resource infrastructure. The framework runs for 48 months (four years). Successful tenderers will be placed on a panel and invited to submit quotations for specific work packages as and when required. No work volume is guaranteed to any panel member, and contractors will compete against one another for each allocated package, with evaluation based on price and functionality (methodology).
The scope of civil maintenance work is broad and covers pipelines, pump stations, dams, canals, culverts and bridges, gravel and paved roads, general buildings, drainage, earthworks (including slope protection and excavations), tree and grass cutting, fencing, water treatment works, boreholes, storage tanks, gabions, pitching, concrete reservoirs, valve chambers, shooting range facilities and water abstraction structures. Related works may include geotechnical investigations, minor designs, seepage analysis, geophysical and topographical surveys, bathymetric surveys, monitoring and instrumentation installation, dewatering and desilting, eddy current pipeline surveys, diving works, camera pipe inspections and drone surveys. Contractors must use the Department's existing panel of Professional Service Providers for any design work on maintenance projects.
Eligibility requires a CIDB contractor grading of 7CE or higher, demonstrable civil maintenance experience, and at least one completed main-contractor project worth a minimum of R9 million (incl. VAT) in the past five years. Minimum annual turnover of R20 million over the two preceding financial years is required. Bidders must provide key personnel (ECSA-registered engineer or technologist, SACPCMP-registered project manager, construction manager and health and safety officer, and a trade-tested foreman), a quality management plan, and a schedule of available plant and equipment. Quality/functionality is scored out of 100, with a minimum of 70 required to join the panel. A compulsory briefing session on 23 November 2026 at Roodeplaat Training Centre, Pretoria, must be attended. Tenders close on 14 January 2027 at 11:00 and are valid for 120 days. Tenderers must be registered on the CSD, tax compliant, CIPC-registered, and in good standing with COIDA. Joint ventures are permitted subject to CIDB and agreement requirements. Pricing is not required at framework stage; it will be requested only at RFQ stage, where the 90/10 preference point system applies.
Registered civil contractors holding a CIDB grading of 7CE or higher with proven civil maintenance experience in water infrastructure (pipelines, dams, pump stations, canals, roads, bridges). Businesses must have a R9 million completed main-contract reference in the past five years, R20 million annual turnover, and access to qualified key personnel and plant. Suitable for established mid-to-large contractors and joint ventures; smaller firms may partner to meet the grading and turnover thresholds. Contractors based in Gauteng, Limpopo, Mpumalanga, North West or the Northern Cluster may benefit from local presence, which also earns preference points.
