Four-year framework panel for civil maintenance and related works on strategic water infrastructure, including canals, dams, pipelines, pump stations, bridges and roads. Open only to contractors registered with CIDB grading 9CE; work packages are competitively allocated.
The Department of Water and Sanitation (DWS) is seeking suitably qualified and experienced contractors to join a four-year framework panel for civil maintenance and other related works under its Strategic Infrastructure Asset Management programme. The framework supports DWS in clearing a backlog of civil maintenance across national water and sanitation infrastructure, including dams, tunnels, pipelines, canals, pump stations, waterworks, bridges, culverts, roads, gabions, fencing and measuring structures. Appointed contractors will not be guaranteed work; instead, they will compete for individual work packages issued during the framework term, with allocation based on price and functionality such as methodology. The framework term is 48 months, and DWS may not issue task orders likely to extend beyond it.
To be eligible, tenderers must hold a CIDB contractor grading of 9CE and demonstrate relevant civil maintenance experience. Phase 1 mandatory requirements include attending a compulsory briefing session at the Roodeplaat Training Centre on 24 November 2026, active CSD registration, valid tax compliance, a COIDA good-standing letter, professional registrations for key personnel (ECSA-registered civil engineer, SACPCMP-registered project manager, health and safety officer and construction manager, and a trade-tested foreman), a largest completed Grade 9CE main-contract of at least R90 million including VAT within the last five years, and a best annual turnover of at least R200 million over the two preceding financial years. Joint ventures are permitted subject to CIDB grading combination rules and a signed JV agreement. Bids must reach the bid box at Zwamadaka Building, 157 Francis Baard Street, Pretoria by 11:00 on 14 January 2027, and remain valid for 120 days.
Evaluation at this stage covers mandatory requirements, quality/functionality (minimum 70 of 100 points across key personnel, quality management procedures, previous work experience and plant and equipment availability) and administrative compliance. No pricing is required for framework establishment; financial offers will be requested later at the Request for Quotation stage for specific work packages. The framework offers contractors a multi-year pipeline of civil maintenance work across Department infrastructure, though volumes are not guaranteed. Prospective bidders should prepare thorough evidence of experience, qualified personnel, plant ownership or access, and quality systems, as incomplete submissions may be deemed non-responsive.
Established civil contractors holding CIDB grading 9CE, with a track record of Grade 9CE main-contract work of at least R90 million, R200 million annual turnover, and experience in water infrastructure maintenance (dams, canals, pipelines, pump stations, bridges, roads). Joint ventures with combined CIDB grading meeting the requirement may also apply. Small or emerging contractors below these thresholds are unlikely to qualify, although they may consider subcontracting opportunities with panel members.
