Panel of suppliers for herbicides, gardening accessories and plants, sourced on an as-and-when-required basis over 36 months for Emalahleni Local Municipality in Mpumalanga. Bidders must be registered on CSD. Evaluation uses an 80/20 price and preference model, with points for B-BBEE-style ownership and local EME programmes.
Emalahleni Local Municipality in Mpumalanga has invited proposals from suitably qualified service providers to join a panel for the supply of herbicides, gardening accessories and plants. The panel contract runs for 36 months and operates on an as-and-when-required basis, so the municipality will place orders as horticultural and grounds maintenance needs arise rather than committing to fixed volumes. Successful panel members will supply goods against individual orders for the duration of the contract. Detailed specifications, item schedules and conditions of tender are contained in the tender document, which can be downloaded free of charge from the eTenders portal (www.etenders.gov.za) or the municipality's website (www.emalahleni.gov.za).
Submission requirements are strict. Tenders must be completed in black ink in accordance with the tender document, sealed in an envelope endorsed with the tender reference ELM 08/2027 and the full tender title, and deposited in the tender box on the ground floor of the municipal offices at 29 Mandela Street, Emalahleni, by 11:00 on 2 December 2026. Telegraphic, telephonic, fax, telex, email and late tenders will not be accepted. Tenders open publicly immediately after the closing time and remain valid for 90 days from the closing date. Bidders must be registered on the Central Supplier Database (CSD). Technical and administrative enquiries can be directed to Ms H.C. Jiyane on 013 692 4021 or jiyanehc@emalahleni.gov.za, and Supply Chain Management queries to (013) 690 6503/6596 or mahlangubm@emalahleni.gov.za.
Evaluation follows the municipality's Supply Chain Management Policy and the Preferential Procurement Regulations, 2022, with 80 points allocated to price and 20 points to specific goals. Up to 15 points are available for ownership by historically disadvantaged persons, including 5 points for 100% black ownership, 5 points for at least 30% women ownership, and 2.5 points each for at least 30% youth ownership and at least 30% ownership by people living with disabilities. A further 5 points are available for EMEs located within the municipality's area of jurisdiction that implement RDP-related programmes. The municipality is not obliged to accept the lowest or any tender and may accept a tender in whole or in part. No award will be made to anyone in the service of the state, to entities with a director, manager, principal shareholder or stakeholder in the service of the state, or to advisers or consultants already contracted to the municipality.
