Optional slip clutches are indicated in the specification, and bidders are required to state whether their offer complies with the specification and to declare any deviations.
To be considered, bidders must submit a fully completed and priced SBD 3.1 Pricing Schedule (firm prices only, valid for 120 days from the closing date), a completed Bill of Quantities, and the Invitation to Bid (SBD 1). Administrative requirements include a valid CSD report, a valid SARS Tax Compliance Status PIN, CIPC registration documents, a B-BBEE status level certificate or sworn affidavit, a company resolution or letter of authority for the signatory, certified identity documents of shareholders, and signed General Conditions of Contract. Bids are evaluated in four phases, namely mandatory requirements, technical compliance, administrative compliance, and price and specific goals, using the 80/20 preference point system. Specific goals allow points for women, people with disabilities and youth ownership, provincial location (KwaZulu-Natal) and B-BBEE status level 1 to 2 QSEs or EMEs.
Bids must be submitted in a sealed envelope marked with the bid number and title, either in the bid box at the entrance of the Department of Water and Sanitation, R103 Prospect Road, Midmar Dam, Howick, 3290, or through the Supply Chain Management Office, by 11:00 on 20 November 2026. Late, faxed, emailed or telegraphic bids will not be accepted. The successful supplier must deliver to the prescribed destination, with all delivery costs included in the bid price, and will be paid by electronic funds transfer. Payment is due within 30 days of a valid invoice, and the General Conditions of Contract apply, including warranty provisions of 12 months from acceptance and performance security where specified.
