Supply of Slasher, Brush Cutter & Chainsaw Parts

Emalahleni Local Municipality, in Mpumalanga, invites proposals from suitably qualified service providers to be appointed to a panel for the supply of parts for its grounds and maintenance equipment. The equipment covered includes Falcon F50-150 and F80-200 slashers, Stihl FS250 brush cutters, John Deere lawnmowers, and Stihl MS361 chainsaws. The panel will operate for a period of 36 months on an as-and-when-required basis, meaning the municipality will place individual orders for parts as the need arises rather than committing to a fixed volume. Successful panel members will supply parts on demand, so the contract offers recurring, though unguaranteed, business over the three-year period.

Tenderers must be registered on the Central Supplier Database (CSD) and must complete the tender documents in black ink, in accordance with the conditions of tender. Tender documents are available free of charge from the eTenders portal (www.etenders.gov.za) and the municipal website (www.emalahleni.gov.za). Sealed submissions, externally endorsed with reference ELM 07/2027 and the tender description, must be deposited in the Tender Box on the Ground Floor, Emalahleni Local Municipality, 29 Mandela Street, Emalahleni, by 11:00 on 2 December 2026. Telegraphic, telephonic, fax, telex, email, or late submissions will not be accepted. Tenders remain valid for 90 days from the closing date. The evaluation follows the preferential procurement system under the Preferential Procurement Regulations, 2022, with 80 points allocated to price and 20 points to specific goals. The specific goals comprise up to 15 points for enterprises owned by historically disadvantaged persons (100% black-owned: 5 points; at least 30% women-owned: 5 points; at least 30% youth-owned: 2.5 points; at least 30% owned by persons living with disabilities: 2.5 points), and up to 5 points for implementing RDP programmes for EMEs located within the municipality's local area of jurisdiction.

The municipality reserves the right to accept any tender in whole or in part, and it is not obliged to accept the lowest-priced offer. Tenders that are not suitably endorsed or comprehensively completed may be disqualified. No award will be made to a person in the service of the state, to a non-natural person whose director, manager, principal shareholder or stakeholder is in the service of the state, or to an advisor or consultant contracted to the municipality or a municipal entity.
