Overview

Summary

Eskom (Duvha Power Station) seeks a contractor for pulverised fuel (PF) sampling and particle size analysis on Units 1-6 mills over 36 months. Bidders must supply their own or hired single-point PF sampler and meet a 70% technical threshold. Closes 27 November 2026.

Detailed Description

Eskom Holdings SOC Ltd, through its Duvha Power Station, is inviting tenders for the provision of pulverised fuel (PF) sampling and particle size analysis on the mills serving boiler Units 1 to 6. The contract runs for 36 months under the NEC3 Term Service Contract (TSC3). Sampling is performed on the PF distribution pipes, covering the four pipes per mill. Once a mill has been sampled, the contractor analyses the sample and submits the report to Eskom's Performance and Testing (P&T) Engineering team. The work is planned to start about three months after mill operation begins and thereafter as service is required. A minimum of 10 mills must be sampled per month. If fewer mills are available, the scope and payment are reduced accordingly.

The tender is evaluated in two stages. Stage 1 is a pass/fail check of mandatory requirements, the principal one being that the tenderer owns or has hired a single-point PF sampler, together with sieves and sieve shakers. Without this equipment, PF fineness testing cannot be performed. Stage 2 is a weighted functionality assessment. It scores the qualifications and PF sampling experience of the supervisor (10% and 30%), the company's track record in PF sampling and mill performance, evidenced by purchase orders or contracts of six months or longer (30%), and the quality of test deliverables (30%). Test deliverables must include pulverised fineness, PF distribution, air distribution, test parameters, a Rosin-Rammler graph (% mass flow vs fineness in micrometres), calculations and a checklist of recommendations. A minimum weighted score of 70% is required to proceed. Price is then scored out of 80 and specific goals out of 20, using the 80/20 preference point system.

The tender also carries mandatory contractual requirements. These include valid CSD registration, proof of COIDA good standing (South African tenderers), and compliance with Eskom's Supplier Quality Management, SHE and environmental requirements for Duvha Power Station. Eskom's SDL&I objectives set targets for procurement from designated groups, including 4% black-owned, 3% black women-owned, 2% black youth-owned and 1% black persons with disabilities. They also set skills development targets, including N3-level technical skills. Eskom has indicated a 100% local procurement content target. Tenderers should note the closing date of 27 November 2026 at 10:00, the non-compulsory clarification meeting on 5 November 2026, and the 180-day tender validity period. Submissions are made electronically through the Eskom e-tendering portal.

Suitable Businesses

Businesses with proven experience in pulverised fuel sampling, coal mill performance testing or particle size analysis for thermal power stations are best placed to apply. Companies must own or be able to hire a single-point PF sampler with sieves and sieve shakers, and should have a supervisor with relevant technical qualifications (N6, National Diploma or higher) and at least three to four years of PF sampling experience. Companies with a track record of at least four purchase orders or a six-month-plus contract in this field will score strongly on functionality. Suppliers must also be CSD-registered and able to meet Eskom's supplier quality, safety and SDL&I requirements. Smaller specialist testing firms and laboratories in the energy sector may be suitable if they can meet these requirements, either alone or in a joint venture. Tenderers should note that subcontracting 100% of the scope is not permitted.
