Ingquza Hill Local Municipality, based in Flagstaff in the Eastern Cape, has issued an open tender for the provision of hygiene services over a fixed period of 36 months. The scope covers the supply, delivery, installation and maintenance of hygiene equipment at the Lusikisiki unit main office, the DLTC and the Flagstaff unit. The required equipment includes touch-free battery-operated paper towel dispensers (Ticra Sensor), 18-litre pedal-operated sanitary bins, stainless steel manual wall-mounted soap dispensers with a 1,250 ml capacity, and automatic sanitizer dispensers with measured dosing. Servicing of paper towel dispensers, sanitary bins, soap dispensers and auto sanitizer dispensers must take place fortnightly, and the service provider must supply a clear service plan with servicing dates.
Bidders must hold SANS 10248 accreditation for the management of health care waste and provide a Service Account Manager's contact details. A detailed site take-over plan and induction or training plan are required. Monthly detailed statements and tax invoices must be submitted after each completed job. At the end of the contract, the service provider must remove the sanitary bins and auto sanitizer dispensers and hand over the paper towel dispensers and soap dispensers to the municipality. The municipality requires a fixed offer for the full 36 months that includes all servicing fees, and the offer must be inclusive of VAT.
Evaluation is based on a 100-point functionality score, with 40 points for implementation plan and commitment, 30 points for experience of key staff, and 30 points for company experience supported by reference letters and purchase orders from previous clients of at least R100 001. Bidders must reach 70 points to proceed to price and specific goals scoring, weighted 80/20. Specific goals include ownership by youth (4 points), women (6 points), people with disabilities (2 points) and black people (8 points). Mandatory documents include a valid CSD registration, signed MBD forms, a valid SARS Tax Compliance Status PIN, and a signed letter confirming no undisputed municipal accounts overdue by more than 30 days. Bids must be hand-delivered in a sealed envelope to 135 Main Street, Flagstaff, by 12:00 on 26 November 2026, and remain valid for 90 days. Late, emailed, faxed or couriered bids will not be accepted.
