Artscape seeks a experienced service provider for a 36-month Employee Assistance/Wellness Programme covering 24-hour telephonic support, face-to-face counselling, managerial consultations, and quarterly reporting for its 91 employees. Bidders must be CSD-registered and have at least five public-entity references with 100+ employees.
Artscape, a Cultural Institution listed as a Schedule 3A national entity under the Public Finance Management Act, is inviting quotations (RFQ0116/2026) for the provision of a comprehensive Employee Assistance Programme (EAP) or Employee Wellbeing Programme (EWP) over a period of 36 months. The programme aims to create a caring and supportive work environment for Artscape's workforce of 91 employees, recognising that personal and work-related problems can reduce productivity, performance and workplace conduct. The required services are wide-ranging: a 24-hour, toll-free telephonic support line offering unlimited access to counselling on trauma, legal, financial and HIV/AIDS management matters; face-to-face counselling as recommended; unlimited managerial consultations on people management; and a managerial referral service for employees presenting with personal or work-related challenges. Counselling extends to immediate family members and, where needed, to external stakeholders such as artists, interns, patrons and internal service providers.
The successful provider will also deliver a quarterly utilisation report with recommendations, provide continuous awareness campaigns on key calendar wellness issues and emerging concerns through various communication channels, and advise on the Artscape Employee Wellness Policy and related procedures. Service delivery is a services contract, with the required start date of 1 February 2027. Bidders must be registered on the Central Supplier Database, quote in firm, VAT-inclusive prices, and submit a BBBEE certificate or sworn affidavit, a SARS tax compliance PIN, and completed SBD forms (SBD4, SBD6.1, SBD6.2 if applicable, SBD8 and SBD9). Evaluation uses the 80/20 price/preference points system. Quotations close on 9 November 2026 at 13:00 and must be submitted by email to scm@artscape.co.za with 'RFQ0116/2026' in the subject line.
This tender suits registered employee wellness and EAP providers, licensed counselling practices, and psychological or social work organisations with experience servicing public entities or large employers (100+ employees). Applicants should be able to provide 24-hour telephonic counselling, employ qualified counsellors across trauma, legal, financial and HIV/AIDS support, and supply at least five client references. Businesses must be CSD-registered, B-BBEE compliant, and tax compliant. Cape Town-based or Western Cape providers are advantaged given the on-site and face-to-face requirements.
