The Road Accident Fund seeks a service provider to deliver its World AIDS Day event on 1 December 2026, including virtual HIV speakers, on-site HIV testing by SANC-registered nurses, awareness materials and counselling. RFQ closes 9 November 2026.
The Road Accident Fund (RAF), a Schedule 3A public entity, has issued a Request for Quotation (RFQ PR10119296) for a service provider to plan, supply and support its World AIDS Day event at its Cape Town offices. The event, themed "HIV Today: What Has Changed?", is scheduled for 1 December 2026. Speaker sessions run from 09:00 to 11:00 on a virtual platform (Microsoft Teams), while on-site testing, exhibitions and information sessions run from 11:00 to 14:00 at 1 Thibault Square, Long Street, Cape Town. The required deliverables are: one healthcare professional speaker registered with the Health Professions Council of South Africa (HPCSA), who will deliver a one-hour virtual talk on the theme; one HIV activist or person living with HIV who will deliver a one-hour testimonial on living positively with HIV, supported by at least one reference letter; HIV testing for RAF employees, facilitated by two SANC-registered enrolled nurses with a costed volume of 80 tests; 300 metal red ribbon brooches as symbols of solidarity; 300 HIV and ARV adherence pamphlets; and an HIV counsellor to facilitate the information exhibition. The RAF will provide the testing space. Bidders must also supply any other applicable costs.
Mandatory requirements apply. Bidders must submit proof of HPCSA registration for the healthcare speaker, proof of SANC registration (eRegister or certificate) for both nurses, and a completed Annexure B speaker experience form with a compliant reference letter on client letterhead for the HIV testimonial speaker. Bidders must be CSD-registered and tax-compliant, as confirmed by SARS, and must complete the Standard Bidding Documents, including SBD 4 (bidder disclosure) and SBD 6.1 (preference points claim under PPR 2022). Quotations must be VAT-inclusive where the bidder is VAT-registered, and non-VAT vendors may not charge VAT. Prices must be quoted in South African Rand using the prescribed cost breakdown, and no price changes are accepted after award. Evaluation uses the 80/20 preference point system, with 80 points for price and 20 points for specific goals: HDI ownership (10 points), women ownership (8 points) and ownership by persons with disabilities (2 points), verified through CSD and supporting documents.
Successful bidders must comply with Annexure A, the RAF's technical and organisational security measures. These cover secure handling of any RAF documents and data, POPIA compliance, cybersecurity, incident reporting and the right of the RAF to audit. The RAF also prohibits gifts and hospitality to its officials; branded marketing material counts as a gift. Quotations must be emailed to Rfq-CapeTown.procurement@raf.co.za by 15:00 on 9 November 2026, and late submissions will not be considered. RFQ validity is 30 days from the closing date, and the RAF will contact successful bidders within 14 working days. Enquiries may be sent to haroldn@raf.co.za. This opportunity offers a well-defined, one-day engagement for a service provider with the right healthcare, events and HIV-awareness capabilities, and it provides a valuable reference for future public sector work.
