The Commission for Gender Equality seeks a landlord to lease a minimum 250m² office facility in Kimberley CBD (within 3km) for 36 months. Requirements include 9 secured parking bays, universal accessibility, and outsourced facility management.
The Commission for Gender Equality (CGE), an independent constitutional institution established under Section 187 of the Constitution, invites suitably qualified property developers, investors, and facilities management service providers to submit bids for the leasing of new office accommodation for its Northern Cape Provincial Office in Kimberley. The tender is for a 36-month agreement with an option to renew by mutual agreement. The property must be located within a 3km radius of the Kimberley Central Business District, close to public transport such as taxis and buses, and must not be a heritage site. It must offer a minimum Gross Leasable Area of 250m² for office space, along with at least nine secured carport or basement parking bays on the same premises. The building must provide universal access for people with disabilities, including disability-friendly ablution facilities exclusive to CGE staff, and must hold or undertake to obtain municipal approval of plans, OHS, electrical, and fire compliance certification before occupation. Essential building services, namely water, electricity, and refuse removal, must be available on occupation with back-up facilities.
The successful bidder will be expected to provide a turnkey solution that includes outsourced support services such as building maintenance, security (through a PSIRA-registered provider), and cleaning of external areas, with the CGE responsible for internal cleaning. Bidders must submit a detailed routine, preventative, and reactive maintenance plan, a facility management approach with either an insourced team (facility manager, administrative assistant, maintenance officer, and client liaison officer) or an outsourced facility management arrangement, a project methodology with fixed deliverables and timelines, and a sketch plan showing proposed internal layout amendments. Additional requirements include a letter of funding support from an accredited financial institution, a letter of commitment, a Central Supplier Database registration, and a property prospectus with GPS coordinates, physical address, and ERF number. Pricing must be submitted in South African Rand including VAT, with firm prices for the first year and inflation-linked annual escalation based on the Statistics South Africa CPI, and must remain valid for 120 days from the closing date.
Evaluation follows a two-stage process. Stage one assesses mandatory administrative and property compliance requirements, and Stage two scores functionality out of 100 across location, property size, management of outsourced services, maintenance planning, facility management team, and a site inspection, with a minimum threshold of 65 points. Qualifying bids are then evaluated on an 80/20 preference point system, with 80 points for price and 20 points for specific goals such as black women ownership, black ownership by persons with disabilities, black youth ownership, and black ownership. The CGE reserves the right to cancel the tender or award sections separately. Bids must be submitted in a sealed envelope, in original and two copies, to the tender box at Constitution Hill, Braamfontein, by the closing date of 19 November 2026 at 11:00. Late submissions will not be considered.
This tender is suitable for registered property developers, commercial property investors, and property owners in Kimberley's CBD area who own or can secure a building of at least 250m² with nine secured parking bays. Facility management companies with at least five years' experience in commercial property management, and those able to provide maintenance, security, and cleaning services, may also apply, either as a sole bidder or through a partnership. Bidders must be registered on the Central Supplier Database, hold a valid tax clearance certificate, and be able to provide the required municipal approvals and funding support letters.
