Overview

Summary

Lease of approximately 630m² office accommodation in Durban for the KZN Department of Health, plus 21 parking bays, for five years with an option to extend by up to four years and eleven months. Bidders must provide property ownership proof, architect-signed layout and parking plans, and a Business Continuity Plan with backup water and electricity.

Detailed Description

The KwaZulu-Natal Department of Public Works and Infrastructure, acting on behalf of the KZN Department of Health, invites suitable property owners to submit bids to lease office accommodation in Durban. The requirement is for a minimum of 504m² of assignable floor space, plus a 20–25% non-assignable allowance (approximately 126m²), giving a total of approximately 630m² Gross Lettable Area measured according to the SAPOA Method for Measuring Floor Areas in Offices (MOMFA). The accommodation must support clinical and administrative functions, including consulting rooms, a pharmacy and medicine store with air conditioning, a resuscitation room, procedure and vital sign rooms, reception and covered waiting areas, records and archive rooms, staff facilities, ablutions (including facilities for persons with disabilities), and service and storage areas. The offered building must be reconfigured to the Department's specifications and must be located within 500 metres of the current Commercial City Clinic at Shop 10 and 14, 40 Dr AB Xuma Street, Durban, or be zoned as Central Business District or Public Buildings/Mixed Use.

Parking requirements total 21 bays: 19 undercover bays, one open bay, and one undercover bay for persons with disabilities within 50 metres of the entrance. Mandatory requirements include proof of ownership (title deed, power of attorney, or signed sale agreement), a letter from a registered professional architect confirming the GLA, signed and dimensioned layout plans showing emergency and evacuation routes, a parking plan, a Business Continuity Plan providing at least 24 hours of backup water and 100% backup electricity, a current occupation certificate where applicable, and proof of plans submission to the local authority within 14 days. Bidders must also provide a town planning zoning certificate and a comprehensive maintenance plan covering structural, mechanical, electrical, and plumbing works. Successful lessors must meet health and safety requirements, including fire detection, fire extinguisher servicing, air-conditioner maintenance, fumigation, and disability-access and energy compliance certificates before occupation. The lease also requires job creation (at least one full-time job per R1 million of lease value) and encourages subcontracting at least 40% of maintenance work to previously disadvantaged groups.

The evaluation uses the 80/20 preference point system, with 80 points for price and 20 points for specific goals, specifically black ownership supported by an original EME/QSE sworn affidavit. Bidders must be registered on the Central Supplier Database (CSD) and hold a valid Tax Compliance Status PIN, and the tender requires a compulsory briefing session on 12 November 2026 at 09:00 in Mayville, Durban. Bids close on 27 November 2026 at 11:00 and must remain valid for 90 days. The Department reserves the right not to award to the lowest bidder and may conduct a detailed risk assessment before award. For property owners able to meet these requirements, the tender offers a long-term, five-year lease with government tenancy and a recurring rental income stream.

Suitable Businesses

This tender suits property owners, landlords, and property development companies in or near Durban's Central Business District who own or are able to acquire a suitable building of at least 630m² with 21 parking bays and can reconfigure it to government health-facility specifications. Applicants should be CSD-registered, tax compliant, able to provide architect-certified plans and a Business Continuity Plan, and have the financial capacity to fund reconfiguration and long-term building maintenance. Property management firms, commercial real estate agents representing owners, and black-owned or EME/QSE entities that can benefit from the specific-goals points are also well placed to respond. Bidders without a qualifying property or the technical and financial capacity for a five-year government lease should not apply.
