Provision of security guarding, armed response, riot team, drone patrol and critical infrastructure protection for Emakhazeni Local Municipality's offices, plants, workshops and sites over 36 months. Bidders must be PSIRA-compliant, hold a SAPS National Key Point certificate, and meet a 70% functionality threshold. Closes 24 November 2026.
Emakhazeni Local Municipality in Mpumalanga is seeking a qualified private security service provider to protect its offices, water and sewer plants, workshops, pump stations, landfill site, community halls, reservoirs and other municipal facilities across the Emakhazeni area, including Belfast, Dullstroom, Entokozweni, Emgwenya, Siyathuthuka and Sakhelwe. The contract runs for 36 months and is priced across three contract years. The Bill of Quantities covers approximately 86 guards on day and night shifts at 75 sites, supervisory staff at Grade B and C levels, three patrol vehicles, a drone patrol service with pilot, and a riot and critical infrastructure team. Firearm deployment is mandatory under the municipality's risk assessment, and the successful provider must comply with strict uniform specifications, vehicle lighting restrictions, and equipment requirements such as two-way radios, pepper spray, batons and torches.
The municipality places strong emphasis on preventing cable theft, vandalism and collusion by staff. Required services include monthly reporting with guard deployment schedules, incident logs and payslips for all guards, attendance at monthly operational meetings, special night-time patrols of critical infrastructure, and the ability to respond to riot or unrest incidents within two hours. Bidders must also be able to supply intruder detection installations on quotation, which requires SAIDSA accreditation. Pricing must follow PSIRA's Illustrative Pricing Guide for annual escalations, and a fuel price adjustment clause applies to specified guard items if regulated fuel prices move by 15% or more from the base month. Tenders are evaluated on a 90/10 price and specific goals basis after a functionality threshold of 70% (189 points) is met. Mandatory documents include a valid SARS Tax PIN, CSD registration, company registration, municipal account clearance, B-BBEE certificate where claimed, and proof of firearm and PSIRA compliance.
This tender offers a substantial, multi-year revenue opportunity for established security companies with Mpumalanga operations, sufficient armed personnel, licensed firearms, fleet capacity and a proven track record in municipal or critical infrastructure security. Bidders should carefully review the penalty schedule, which includes monetary deductions and possible contract termination and blacklisting, as well as the municipality's right to reallocate guards and reduce the guard scope with notice. Compulsory compliance with the uniform, firearm and vehicle rules should be costed into bids before submission.
PSIRA-registered private security companies with an armed guarding capability, licensed firearms, SAPS National Key Point accreditation, and experience in municipal or critical infrastructure protection. Companies should have Mpumalanga operations or the capacity to mobilise locally, a fleet of branded and compliant patrol vehicles, a riot or rapid-response team, and the ability to provide drone patrol services. Small and medium enterprises may be suitable if they can meet the functionality threshold, particularly through subcontracting arrangements or joint ventures with qualified partners. Companies with a history of contract non-performance or unresolved municipal arrears should not apply.
