Quality Management System Provision (60 Months)

Airports Company South Africa SOC Ltd (ACSA), the operator of major airports including O.R. Tambo International, has issued a Request for Bids for the provision of a Quality Management System (QMS) over a sixty-month contract period. The existing QMS suffers from operational inefficiencies that affect audit performance, data accuracy, reporting timeliness, and overall system reliability. The requirement is for the design, development, configuration, and implementation of an automated, standardised system that digitises and streamlines quality management processes across all ACSA airports, aligned with ISO 9001 and applicable regulatory requirements. As a National Key Point, ACSA also requires that the solution and the bidder meet its security standards.

The required capabilities include workflow automation for audits, corrective and preventive actions (CAPA), non-conformance reporting, and document control; a centralised repository for policies, procedures, and SOPs with version control and approval workflows; compliance management with built-in audit trails; non-conformance tracking; customisable real-time dashboards; role-based access control; mobile accessibility; and training records management. The solution must integrate with existing enterprise systems such as ERP, Microsoft Active Directory, and ServiceNow (SNOW), and support single sign-on. Functional scope extends to terminal, landside, airfield, business accounts, ground transport, and cargo audit modules, stakeholder and customer perception surveys, sampling and data collection, and automated escalation processes.

The priced schedule covers analysis and design (technical specifications, architecture, functional requirements), build or configuration, testing (functional, performance, penetration, and vulnerability scanning), subscriptions, hosting across development, test, and production environments, licences, change management and training, user and operational manuals, project management, and documentation. Mandatory requirements include OEM accreditation to provide, install, support, and maintain the proposed solution, ISO 27001:2022 certification, an explanation of how ACSA data will be protected, and attendance at the compulsory briefing session. Functionality is scored out of 100, with a minimum threshold of 60 points; client reference letters (at least five, with a minimum of five cumulative years' QMS implementation experience, dated within seven years) carry the largest weighting, followed by a shortlisted solution demonstration scored out of 80. Price and preference are then evaluated on an 80/20 basis. Bidders must also provide valid tax compliance, CSD, B-BBEE, and declaration documents, and the bid remains valid for 120 business days.
