Overview

Summary

AgriSETA seeks a supplier to implement an internal audit software solution, including four user licences, staff training, and three years of support and maintenance. Bidders must hold valid OEM accreditation and score at least 60 points on functionality. Closes 2 December 2026.

Detailed Description

The Agricultural Sector Education and Training Authority (AgriSETA), a public entity listed under Schedule 3 Part A of the Public Finance Management Act, is inviting proposals from reputable service providers to supply, implement, and support an internal audit software solution for its Internal Audit Function. The procurement is intended to support compliance with the Global Internal Audit Standards, particularly Standard 10.3 on technology use in internal audit. AgriSETA wants to move from traditional audit processes toward more agile, data-driven audits using computer-assisted audit tools (CAATs), continuous auditing, and real-time analytics. The contract consists of a once-off system implementation followed by three years of annual licensing for four users, with support and maintenance for the full three-year period.

The selected supplier will be required to deliver a fully functional internal audit platform tailored to AgriSETA's audit methodologies, reporting requirements, and risk management processes. Core functional requirements include risk-based audit planning and risk assessment, audit engagement planning, fieldwork management, reporting, and follow-up tracking of corrective actions. The software must provide a centralised, secured audit documentation repository with cross-referencing of working papers, role-based access, audit trails, supervisory review and approval workflows, and automated escalation of overdue tasks. It must also accept multiple file formats, integrate with existing ICT systems such as Active Directory, support scheduling, audit team management, resource allocation, time and expense reporting, dashboards, and integrated data analytics. Technical infrastructure requirements include support for cloud hosting, Windows Server 2022 or later, a supported database platform (SQL Server 2022, MySQL 8.3, or PostgreSQL 16), separation of data and application tiers, and daily backups with weekly and monthly reporting. Suppliers must also provide user manuals, training materials, documented customisation and integration processes, a technology road map, and a 12-month post-implementation support plan.

Mandatory requirements include proof of manufacturer (OEM) accreditation to resell, install, support, and maintain the proposed system, and a valid OEM letter. Bids are evaluated in phases: mandatory compliance, functionality (with a minimum threshold of 60 out of 100 points), a system demonstration and presentation for qualifying bidders, and final scoring using the 80/20 preference point system (80 points for price, 20 for specific goals). Functionality scoring considers reference letters from at least five clients for similar internal audit software projects, not older than five years; CVs and certified qualifications of two trainers holding an NQF Level 6 qualification in internal audit, ICT, or IT audit, or CISA accreditation, with at least six years of relevant experience; and detailed plans covering implementation support, customisation within three to six months, audit methodology, information sharing, integration, data analytics, and infrastructure. Pricing must be firm and inclusive of VAT and delivery for the full three-year period. Subcontractor evidence is only considered where a signed joint venture agreement exists. Bidders must also submit a tax compliance PIN or CSD number, company registration documents, a company profile, completed and signed SBD forms, and a declaration of any conflicts of interest. Proposals are to be delivered to the AgriSETA bid box at 529 Belvedere Street, Arcadia, Pretoria, by 11:00 on 2 December 2026, with bids valid for 120 days.

Suitable Businesses

This tender suits OEM-accredited resellers, implementation partners, and software vendors with proven experience in supplying, implementing, and supporting internal audit or governance, risk, and compliance (GRC) software, particularly for public entities or large organisations. Applicants should be able to provide at least five recent reference letters for similar projects, two qualified trainers (NQF Level 6 in internal audit, ICT, or IT audit, or CISA-certified), and the technical capacity to meet the specified cloud, Windows Server, and database requirements. Businesses without an OEM letter, without audit software experience, or without the capacity to deliver multi-year support should not apply. Smaller firms may participate as subcontractors only through a formally signed joint venture agreement, and bidders should be prepared for a demonstration and presentation if they reach the second phase.
