Detailed Description

The Passenger Rail Agency of South Africa (PRASA) has issued a Request for Quotation (RFQ) for a service provider to deliver Solar Photovoltaic (PV) Installation Tester training. The programme is a skills programme aligned to unit standard 120883 and is designed to prepare learners to operate as Solar PV Installation Testers. Trained candidates will be able to conduct electrical inspections of industrial, commercial and residential solar PV installations, test and maintain system components including inverters and transformers, interpret test results, optimise system performance, and identify, troubleshoot and record faults in accordance with statutory requirements, safety protocols and standard operating procedures. The quantity required is 15 candidates. Pricing is requested per candidate for three components: theory training, practical training, and the Solar Green Card certificate. All prices must be quoted in South African Rand on a fixed-price basis, inclusive of VAT at 15%.

The successful service provider must be accredited with the QCTO (SP-250305) or the EWSETA for the Solar Photovoltaic Installation Tester training specification and must provide proof of accreditation. The provider must supply its own training resources, including projector, pens, whiteboard markers and flip charts. It is also responsible for managing attendance registers, furnishing the end user with attendance records, handling all administrative matters throughout the course, and issuing hardcopy Certificates of Competency and licences to candidates. Mandatory returnable documents include a completed and signed RFQ and SBD forms, a Letter of Good Standing from COIDA, a valid SARS PIN, a CSD supplier registration number, a signed declaration of interest, and proof of attendance at the compulsory briefing session. The briefing session takes place on 6 November 2026 at 11:00 at the Shosholoza Meyl Junction, Braamfontein. Bids close on 12 November 2026 at 10:00 and must be hand-delivered to the stated address. Email and fax submissions are not accepted, and late submissions will be rejected. Bids must remain valid for 90 working days from the closing date.

Evaluation is based on a 80/20 preference point system, with 80 points for price and 20 points for specific goals. Bidders must meet a minimum functionality threshold of 60%, which is scored on organisational experience in successfully completed similar projects. Specific goal points are available for Black women-owned enterprises and for EMEs or QSEs that are at least 51% Black-owned, supported by ID documents, audited financial statements, B-BBEE certificates or affidavits. PRASA reserves the right to split the award across multiple providers and to apply objective criteria in awarding the contract. Bidders should note an inconsistency in the tender documents: the SBD1 form describes the requirement as "Social Media Marketing Training" and uses a different bid number prefix (GAU instead of GP). The specification itself relates to Solar PV training, so bidders should confirm the scope with the contact person, Khuthadzo Tshikhudo, before submitting a quotation.

Suitable Businesses

This tender suits training providers that are accredited by the QCTO or EWSETA to deliver Solar PV Installation Tester (unit standard 120883) training, and that have completed similar projects with supporting appointment letters and completion certificates. Bidders must be CSD-registered, tax compliant with a valid SARS PIN, and hold a COIDA Letter of Good Standing. Businesses that are Black women-owned, or that are EMEs or QSEs at least 51% Black-owned, may claim additional specific goal points. Providers without the required accreditation, experience or compliance documents are unlikely to qualify. Consortia and joint ventures are permitted but must submit a signed agreement and separate compliance documents for each party.
