Overview

Summary

Supply of SETA-accredited risk management training for 65 Department of Water and Sanitation employees, delivered in two groups at Roodeplaat, Pretoria. Includes assessment, certification and learner support. Closes 18 November 2026.

Detailed Description

The Department of Water and Sanitation is seeking a service provider to deliver a risk management course to 65 of its employees at the Infrastructure Branch Training Centre (IBTC) in Roodeplaat, near Pretoria, Gauteng. Training will be delivered in two groups, with 33 learners in Group 1 and 32 in Group 2. The course must cover the core concept of risk and its theoretical and practical foundations, the factors that create risk for a business unit, and the role of organisational policies and procedures in managing risk. It must also equip learners to identify and document risks to critical processes, identify and assess risk scenarios by likelihood and impact, set priorities for implementation if a risk materialises, and develop and communicate contingency plans in line with the entity's risk management procedures. The outcomes listed in the tender are not exhaustive, so providers should propose a comprehensive curriculum.

Bidders must be registered with a Sector Education and Training Authority (SETA) and provide proof of accreditation, a course outline or brochure, and a sample of course content. On request, the Department may also require proof of assessor and moderator registration and the CVs and certified qualifications of facilitators. The entire training must be completed within 12 months, excluding December when the Department is closed. Delegates must be assessed and issued competency certificates. The provider must also support learners in completing their Portfolios of Evidence (POE), ideally submitting them on the last day of training, and must supply the necessary learning materials. Training dates will be agreed with the IBTC Training Officer. Sessions run from 07:15 to 16:00, Monday to Thursday, and exclude Fridays, public holidays and the last Thursday and Friday of each month. The Department reserves the right to change the number of learners and may purchase only part of the requirement. Orders will be issued as needed, with delivery required within 30 days of each official order.

The contract is priced per delegate trained, with payment made monthly within 30 days of receipt of a valid original tax invoice and signed attendance register. No upfront payment or cash or cheque payment will be made. All-inclusive firm prices are required, covering VAT, facilitator transport, accommodation, refreshments, assessment and certificate printing. Compulsory briefing attendance and a Phase 1 and Phase 2 administrative compliance check apply, including valid tax compliance status, CIPC registration, a B-BBEE certificate or affidavit, and proof of address. Bids are evaluated on an 80/20 price and preference basis, with up to 20 points available for women, youth or disability ownership, Gauteng location, and B-BBEE level 1 or 2 status for EMEs and QSEs. Bids close at 11:00 on 18 November 2026, after a compulsory briefing on 12 November 2026 at 10:00. Bids must be deposited in the bid box at the Mthatha Dam office building, Mthatha, as stated in the tender documents, and offers must remain valid for 120 days.

Businesses without SETA registration, accredited course content, or the ability to deliver to government schedules and payment terms should not apply.
