Overview

Summary

Appointment of accredited facilitators and assessors to deliver Recognition of Prior Learning training for approximately 100 water works management practitioners over 12 months in Pretoria, Gauteng. Bidders must hold EWSETA or QCTO accreditation in Water and Wastewater Treatment.

Detailed Description

The Department of Water and Sanitation (DWS) is seeking qualified service providers to deliver Recognition of Prior Learning (RPL) facilitation and assessment services for water works management practitioners employed within the department and identified water services authorities. The contract runs for 12 months and covers an estimated 100 learners. The training is delivered at the Infrastructure Branch Training Centre (IBTC) at Roodeplaat, near Pretoria, Gauteng Province. The service targets the Water Works Management Practitioner Level 6 qualification (SAQA ID 118808), and training is limited to the knowledge module gaps identified during a pre-assessment that has already been conducted.

The scope comprises five knowledge modules: Water Demand Management (NQF Level 7, 10 credits, 5 days facilitation); Risk Management in Water Services Works (NQF Level 6, 25 credits, 10 days); Operations and Maintenance of Water Services Works (NQF Level 6, 25 credits, 10 days); Strategic Planning and Financial Management (NQF Level 5, 10 credits, 3 days); and Project Management in Water Services Works (NQF Level 6, 8 credits, 2 days). Successful bidders must use IBTC learning materials and assessment instruments, which fall under IBTC's accreditation. Candidates are assessed both formatively and summatively, and the provider must supply facilitators and assessors, along with CVs, assessor and moderator registrations, and qualifications on request. Mandatory pre-bid requirements include attending a compulsory site briefing on 12 November 2026 at 10:00 and submitting proof of EWSETA or QCTO accreditation in Water and Wastewater Treatment, along with the completed SBD forms and pricing schedule.

Pricing must be all-inclusive and firm. It must cover facilitator and assessor accommodation, refreshments, transport, assessment fees, and certificate printing. Payment is made per delegate trained, invoiced monthly against signed attendance registers, and settled within 30 days of invoice approval by electronic funds transfer. No upfront payment is made. Training is scheduled Monday to Thursday, 07:15 to 16:00, excluding public holidays, the last Thursday and Friday of each month, and the December closure, and the department may adjust the quantity of learners. Firm training periods and timelines are required, and penalties apply for late delivery. The evaluation uses the 80/20 preference point system, with 20 points available for specific goals such as ownership by women, people with disabilities, youth, and Gauteng-based enterprises, and for B-BBEE status. Bidders should confirm the bid box submission address in the official tender documents, as the listed locations are inconsistent across the document.

Suitable Businesses

This tender suits SETA- or QCTO-accredited training providers and RPL specialists with registered facilitators, assessors, and moderators who can demonstrate experience in water services, water works management, or municipal infrastructure training. Providers must be able to deliver in Gauteng, arrange accommodation and transport for trainers, and work with the IBTC learning materials and assessment instruments. Businesses owned by women, youth, or people with disabilities, and EMEs or QSEs with strong B-BBEE credentials, can benefit from the preference points available. Generalist training companies without water sector accreditation or proven RPL delivery capacity are unlikely to meet the mandatory requirements.
