Land Bank seeks supply, licensing, installation and training for energy simulation software to design, model and optimise solar PV and hybrid energy systems. The solution must support technical and financial assessments, including LCOE, NPV/IRR and least-cost optimisation, with one year of support.
The Land and Agricultural Development Bank of South Africa (Land Bank) has issued a Request for Quotation (RFQ) for the supply and licensing of energy simulation software capable of designing, modelling, simulating and optimising solar PV and hybrid energy systems. The procurement supports the Bank's expanding capability to evaluate and finance distributed energy solutions within the agricultural sector, as part of its renewable energy and energy efficiency financing mandate. The software will be used to assess the technical feasibility, financial viability and operational performance of energy systems deployed at farm level, and to inform evaluations of renewable energy investments aligned with agricultural financing programmes.
The scope of work requires the successful bidder to provide a minimum of one user licence, with options for perpetual or subscription licensing and scalability for future users, compliant with Land Bank IT governance requirements. Functional requirements include simulation of solar PV, battery storage, grid-connected and off-grid systems, and hybrid configurations; load profile modelling and demand forecasting; energy dispatch optimisation; least-cost system optimisation; sensitivity, scenario and risk analysis (covering fuel prices, tariffs, policy incentives and carbon pricing); and financial modelling including life-cycle cost, Levelised Cost of Energy, NPV, IRR, cash flow, tariff and CAPEX/OPEX analysis. The software must also support short- and medium-term energy planning, project feasibility assessment, import/export in Excel, CSV or equivalent formats, report generation, and well-documented calculation methodologies and user manuals.
The provider will install and configure the software on Land Bank workstations or network environment, ensure compatibility with existing IT infrastructure, and conduct system testing and validation. Training must be delivered for a minimum of one staff member, covering basic and advanced modelling, practical case studies relevant to agricultural energy systems, training manuals, user guides and recorded sessions where applicable. Maintenance and technical support is required for a minimum of one year, including software updates, remote support, first-line modelling assistance, bug fixes, licence management, a response time of no more than three working days, and a signed Service Level Agreement. Deliverables include active licences, a configuration report, a training completion report, technical documentation, a signed SLA and a post-implementation support plan. Bidders must submit at least two signed reference letters demonstrating prior experience in supplying comparable energy simulation software, along with a company profile, brochure or technical proposal showing compliance with the functional requirements. Evaluation is two-staged: mandatory requirements first, then price (80 points) and specific goals under the 80/20 preference system (20 points), with B-BBEE, tax compliance, CSD registration and disclosure forms required.
This opportunity offers value to the Bank and its supplier by strengthening the institution's internal energy modelling capability and supporting informed, least-cost decision-making on renewable energy projects in the agricultural sector. For the successful bidder, it provides a government-facing software licensing and capacity-building engagement with a defined one-year support period. Note that the RFQ is listed as draft, the closing date is 29 October 2026 at 14:00, and submissions must be emailed to the SCM contact, S. Mthombeni.
Software vendors and resellers of energy modelling and simulation tools (such as PV and hybrid system design platforms), and authorised distributors or accredited representatives in South Africa for such products. Businesses with prior experience supplying energy simulation software to public sector or financial institutions, able to provide two signed reference letters, will be best placed. Energy consultancies with specialised software offerings and IT service providers with training and support capacity may also be relevant. Bidders must be CSD-registered, tax compliant, hold valid B-BBEE documentation, and be able to meet the mandatory requirements and the 5-working-day window for outstanding documents.
