Security Services - Free State Office and Warehouse

The Electoral Commission (IEC), an independent Chapter 9 constitutional body, is inviting bids for the provision of security services at its Free State Provincial Office (Nobel House, Bloemfontein) and its Provincial Warehouse, which is located within the Mangaung Metropolitan area. The contract covers a three-year period, subject to the successful provider maintaining compliance with all tender conditions. Core services include protecting employees, property and assets; daily access and egress control; recording visitors and vehicles; conducting visitor searches; monitoring movement of persons, goods and vehicles; managing mail and parcel receipt; locking and unlocking facilities on authorised request; responding to fire alarms and ICT server room temperature alarms; and reacting to emergencies. Ad hoc services, including security support at the Provincial Result Operations Centre during elections and by-elections, and close protection and tactical security services, may also be required anywhere in the Mangaung area or elsewhere in South Africa, subject to capacity and separate quotation.

Bidders must meet strict eligibility and compliance requirements. These include CSD registration, a valid tax compliance status, South African ownership and citizenship of security officers, PSIRA registration of the company, directors and all officers, and a PSIRA letter of good standing valid at the closing date. The bidder must maintain an established immovable administration office and a 24-hour security control room within the Mangaung Metropolitan area, both disclosed in the bid. Officers must be Grade B or C, aged 18 or older, paid in line with PSIRA rates and Sectoral Determination 6, and subject to SSA screening. Shifts are limited to 12 hours and a maximum of 48 hours per week. The bidder must supply uniforms, radios or PTT units, LED torches of at least 400 lumens, handcuffs, batons, security registers and two smartphones, and must provide a team list including an Area or Regional Manager, Operational Manager, Key Account Manager and Grade B team leader, with CVs.

Evaluation follows a three-stage process: compliance checks, functionality assessment, and technical scoring with a minimum threshold of 75%, using an 80/20 preference point system for contracts up to R50 million including VAT. Technical scoring covers company profile, five reference letters, team CVs, a security plan, contingency plan for strikes and labour unrest, ad hoc and tactical plans, and company experience (minimum three to five years). The bid must be priced as a fixed monthly fee in line with the PSIRA illustrative pricing structure, and must be valid for 180 days. Bids must be submitted in original ink to the tender box at 50 Monument Road, Uitsig, Bloemfontein, by 11:00 on 8 December 2026. A compulsory-style briefing session is scheduled for 27 November 2026 at 11:00 at the same address, and late bids will not be accepted.
