Bidders must have a PSIRA-registered operation, a 24-hour control room and office in eThekwini, and provide guarding, access control, and ad hoc close protection.
The Electoral Commission (IEC), an independent Chapter 9 constitutional body responsible for managing elections and safeguarding democracy, invites bids for the provision of security services at its KwaZulu-Natal Provincial Office (Buckingham Terrace, On Langford Road, Durban) and its Provincial Warehouse, located within the eThekwini Metropolitan area. The contract is for a period of three (3) years under a Service Level Agreement, subject to continued compliance with tender conditions. The scope includes protection of employees, property and assets; access and egress control; visitor and vehicle registers; patrols and monitoring of persons, goods and vehicles; searches; incident reporting and investigation; locking and unlocking of facilities; mail and parcel safekeeping; emergency response and liaison with emergency services; fire alarm and ICT server room alarm response; and sensitisation of staff on building protection systems. Ad hoc services, including tactical and close protection services, may be required within eThekwini, elsewhere in South Africa, and at the Provincial Result Operations Centre during elections and by-elections.
Bidders must be South African entities employing South African citizen security officers, registered with PSIRA (including the company, directors and all officers), and holding valid PSIRA certificates and a letter of good standing. Mandatory requirements include an established administrative office and a 24-hour security control room within the eThekwini Metropolitan area, a team list (Area/Regional Manager, Operational Manager, Key Account Manager and Grade B shift leader), CVs with qualifications, a security plan, a contingency plan covering labour strikes with a three-hour service restoration commitment, and an ad hoc services plan. Officers must be Grade B or C, adults aged 18 or older, and paid in line with PSIRA rates and Sectoral Determination 6. Uniforms, two-way radios, LED torches, handcuffs, batons, smartphones and security registers must be supplied by the provider. Shifts are capped at twelve hours and at 48 hours per seven-day cycle. Pricing is required as a monthly VAT-inclusive fee across schedules B1 to B3, covering supervisory staff, guarding teams (day and night, including public holidays) and equipment.
Evaluation proceeds in stages: compliance with mandatory returnables, functionality assessment, and a technical score with a minimum threshold of 75%, followed by adjudication under the 80/20 preference point system, as the estimated value does not exceed R50 million. Successful bidders must pass SSA security screening, sign legal indemnities and confidentiality declarations, and remain politically neutral throughout the contract. Suppliers must be registered on the National Treasury Central Supplier Database and be tax compliant. A compulsory tender briefing takes place on 20 November 2026 at 11:00 in Durban, and bids must be delivered to the designated tender box in Durban before the closing deadline.
Registered PSIRA security companies that are South African entities with an established office and 24-hour control room in the eThekwini Metropolitan area, at least five verifiable client references, and experience in government or large-scale guarding. Businesses must be able to provide qualified Grade B and C officers, close protection and tactical capacity, and vehicles and equipment, and must meet B-BBEE, CSD and tax compliance requirements. Small and medium security firms with BBEE status may benefit from the preference points, but the mandatory infrastructure and compliance requirements make this tender unsuitable for businesses without an existing Durban operation or without a valid PSIRA registration.
