The Electoral Commission (IEC) invites bids for 24-hour guarding, access control, and security services at its National Office in Centurion and National Warehouse in Tshwane for three years. Bidders must hold PSIRA registration, operate a Tshwane-based control room and admin office, and provide a monthly-fee pricing schedule. Mandatory CSD registration and tax compliance apply.
The Electoral Commission of South Africa (IEC), an independent constitutional body under Chapter 9 of the Constitution, is seeking a qualified security service provider to protect its National Office at Election House, Riverside Office Park, Centurion, and its National Warehouse located within the Tshwane Metropolitan area. The contract covers a three-year period and encompasses the protection of employees, property, and assets against theft, vandalism, sabotage, and other security threats. Core duties include daily access and egress control, recording visitors and vehicles, conducting searches, monitoring the movement of persons and goods, compiling incident reports, safekeeping mail and official parcels, locking and unlocking facilities on authorisation, managing evacuation access control, responding to fire alarm and ICT server room temperature alarms, and reporting emergencies to relevant services. Additional ad hoc services may be required, including close protection, tactical security, and support at the National Result Operations Centre during elections and by-elections.
Bidders must meet stringent requirements. These include PSIRA registration of the company and all directors, valid PSIRA certificates for all officers, a Tshwane-based administrative office and a 24-hour security control room, a proposed team list (Area/Regional Manager, Operational Manager, Key Account Manager, and Grade B shift leader) with CVs, and a letter of good standing from PSIRA. Officers must be South African citizens, adults, and must be Grade B or C, subject to SSA security screening and interviews by the Commission. Bidders must supply equipment including two-way radios, 400-lumen LED torches, handcuffs, batons, security registers, and smartphones. Compliance with a wide range of legislation applies, including the Basic Conditions of Employment Act, Sectoral Determination 6, the Private Security Industry Regulation Act, the Labour Relations Act, the Occupational Health and Safety Act, and POPIA. Shifts are limited to 12 hours, and officers may not exceed 48 hours in a seven-day cycle.
The bid is evaluated in stages: primary compliance, functionality (including a comprehensive written proposal, security plan, contingency plan for strikes, and ad hoc plan), and technical scoring with a 75% minimum threshold, followed by price evaluation. Pricing must be submitted as a VAT-inclusive monthly fee across supervisory staff, guarding teams, and equipment (schedules B1 to B3). As the estimated value does not exceed R50 million, the 80/20 preference point system under the PPPFA applies. Bidders must be registered on the National Treasury Central Supplier Database, be tax compliant, and provide at least five verifiable client reference letters. The briefing session is on 18 November 2026 at 11:00, and the closing date is 1 December 2026 at 11:00, with late bids not accepted. Successful bidders will sign a service level agreement and are subject to security screening and legal indemnity requirements.
This tender suits licensed private security companies registered with PSIRA that hold Grade B and C security officers and can demonstrate at least five years of security industry experience. Bidders should have an established administrative office and 24-hour control room within the Tshwane Metropolitan area, South African ownership and workforce, and the financial capacity to fund staff wages and equipment. Companies with tactical, close protection, or election-period surge capacity are particularly well positioned. Small and medium security firms with B-BBEE credentials may benefit from the preference points available, provided they can meet the stringent compliance, documentation, and CSD and tax requirements.
