The Electoral Commission (IEC), an independent Chapter 9 constitutional body, invites bids for the provision of security services at its Provincial Office on Sekame Road, Mmabatho, and its Provincial Warehouse within the Ngaka Modiri Molema Municipality area. The contract is for a period of three (3) years and covers the protection of employees, property and assets against theft, vandalism, sabotage and other threats. Core duties include access and egress control, recording visitors and vehicles, searching visitors, monitoring the movement of persons and goods, compiling incident reports, managing security registers, locking and unlocking facilities on authorised request, responding to fire and ICT server room alarms, and reacting to emergencies. The service provider must also provide ad hoc services across the Ngaka Modiri Molema area and, where capacity allows, elsewhere in South Africa, including security at the Provincial Result Operations Centre during elections and by-elections, and close protection and tactical security services, which require armed personnel.
Bidders must meet strict mandatory requirements. These include PSIRA registration of the company and all directors, valid PSIRA certificates for security officers, South African citizenship for officers, and an established administrative office and a 24-hour equipped security control room within the Ngaka Modiri Molema area. Bidders must also supply a written proposal with five verifiable reference letters from clients, a proposed team list (Area/Regional Manager, Operational Manager, Key Account Manager and Grade B team leader) with CVs, a security plan, a contingency plan addressing labour unrest and strikes, and an ad hoc services plan. Guarding must use Grade B and C officers, with shifts limited to 12 hours and a maximum of 48 hours per week. Wages must comply with Sectoral Determination 6 and PSIRA rates. Uniforms, radios, LED torches of at least 400 lumens, handcuffs, batons and two smart phones must be supplied by the provider. Pricing must be submitted as a VAT-inclusive monthly fee across schedules B1 to B3.
The tender is valued at under R50 million and will be evaluated on the 80/20 preference point system, with a 75% minimum functionality threshold out of 87 technical points. Bidders must be registered on the National Treasury Central Supplier Database (CSD), be tax compliant, and complete all SBD forms, POPIA consent and the political affiliation declaration in original ink. Successful bidders will sign a Service Level Agreement, undergo SSA security screening, and provide legal indemnities. A compulsory tender briefing takes place on 25 November 2026 at 11:00 at Protea Office Park, 103 Sekame Road, Mahikeng. The closing date is 8 December 2026 at 11:00, and late bids are not accepted. The Electoral Commission reserves the right to cancel the tender or negotiate prices to achieve market-related rates.
