Hessequa Municipality, based in Riversdale in the Western Cape, has invited tenders for the supply and delivery of protective clothing and equipment for a period of three (3) years under tender reference HES-CORP 06/2627. The contract covers the recurring procurement of protective clothing and equipment for municipal staff over the full contract period. Tender documents include a Specifications document, a Pricing Schedule, a Functionality Evaluation, Special Conditions of Contract, and the main tender document. Prospective bidders should review the Specifications carefully to confirm that their product range, quality standards, and delivery capacity meet the requirements.
Evaluation follows the Preferential Procurement Policy Framework Act (Act 5 of 2000) and the Municipality's Preferential Procurement Policy. Points are allocated 80 for price, 10 for B-BBEE contribution, and 10 for locality. The Municipality does not commit to accepting the lowest bid or the bidder with the highest score. Bidders must submit a valid original tax clearance certificate and a B-BBEE certificate with their documentation. Bidders not yet registered on the Central Supplier Database (CSD) must register without delay, as the Municipality may decline to award tenders to unregistered suppliers. Certified copies of identity documents for directors and owners are also required, according to the Afrikaans version of the tender notice.
Bids must be submitted on the original tender documents, remain valid, irrevocable and open for acceptance for 90 days after the closing date, and be placed in individually sealed envelopes in the tender box at the Hessequa Municipality Absa Building, corner of Dickson and Church Street, Riversdale, by 12:00 (GMT+2) on Friday, 11 December 2026. Bids sent by email or fax will not be accepted, and late bids will not be considered. The tender box is emptied shortly after 12:00 and bids are opened in public. A set of tender documents costs R200.00 (non-refundable) and can be paid by cash or bank deposit. Electronic copies may be requested from the Supply Chain Management office. Questions on the specifications should go to Mr. Johannes Morwagaye at (028) 713 8000 or johannes@hessequa.gov.za. Questions on completing the documents should go to leanne@hessequa.gov.za or (028) 713 8087. Questions must be submitted at least 10 days before the closing time.
