Detailed Description

The Electoral Commission (IEC) is inviting bids for the supply, delivery, and installation of office furniture for its Free State Provincial Office in Bloemfontein, under tender reference IEC/FS-03/2026. The requirement covers 23 furniture line items, including executive and L-shaped desks, a U-shaped executive desk, a 20-seater boardroom table with integrated power docks, boardroom and round meeting tables, judges and netted executive chairs, visitor arm chairs, a Chesterfield-style sofa, ottomans, coffee tables, credenzas, a two-door hinged filing cabinet, a six-bay bulk filer, and steel lockers. Quantities range from single units to 26 chairs. The bid price must be in South African Rand, VAT inclusive, and must cover unit cost, transport, delivery, and assembly to the IEC site. Deliveries must be completed within 30 days of receipt of an official purchase order, and the IEC requires a five-year warranty on gas and hydraulic mechanisms in the chairs.

Local content is a central requirement. The IEC applies the 80/20 preference point system, with 10 points for local content and 10 points for B-BBEE status level, as the estimated value is below R50 million. Each item has a minimum local content threshold, ranging from 65% for chairs, the filer, and lockers to 90% for desks, tables, credenzas, and the filing cabinet. Local content is calculated under SANS 1286:2017 using the prescribed Annexures B, C, D, and E, with exchange rates from the South African Reserve Bank taken at 12:00 on the advertisement date. Primary steel is excluded from the imported content calculation. Bidders must also submit a bill of materials showing local and imported components, a written explanation of raw material suppliers and manufacturers, letters of guarantee from subcontractors, SABS conformance certificates, and a product brochure with dimensions and material specifications. Any imported raw material requires written authorisation from the dtic, which must accompany the bid. Mandatory forms include SBD 4 and the IEC declaration. Bidders must be registered on the National Treasury Central Supplier Database (CSD) and tax compliant. A compulsory briefing session was scheduled for 13 November 2026 at 11:00 in Uitsig, Bloemfontein. Bids must be submitted in the designated Electoral Commission tender box, and late bids are not accepted. Bidders should verify all submission details and page requirements in the full tender document, since non-compliance can invalidate a bid.

This tender offers value to a Free State or national furniture manufacturer with local production capacity, experience supplying government or large institutional clients, and the ability to meet demanding local content thresholds. It also gives suppliers the opportunity to secure a multi-item contract with a constitutional body that is independent of government and publicly funded. Because of the strict local content requirements and the need for in-house or verifiable local manufacturing, the tender is less suited to resellers or importers unless they hold the necessary dtic authorisations and can demonstrate full compliance.

Suitable Businesses

Furniture manufacturers and suppliers with local production capacity that can meet item-specific local content thresholds of 65% to 90% under SANS 1286:2017. Businesses should be registered on the National Treasury CSD, tax compliant, and have B-BBEE certification to score preference points. They should also be able to deliver within 30 days of an order, provide SABS conformance certificates, and produce the required bill of materials and supporting documents. Importers or resellers may apply only if they hold dtic authorisation for imported raw materials and can meet all local content and documentation requirements.
