The Afrikaans Language Museum and Monument (ATM) in Paarl, a Schedule 3A public entity, is seeking a registered professional catering service provider for a two-year period, subject to satisfactory performance and availability. The appointed provider will cater for the museum's cultural, educational and heritage events, workshops, conferences and day-to-day staff functions. Services must meet high standards of hygiene, food quality and presentation. The request for quotation is issued under the Public Finance Management Act and National Treasury regulations, with pricing evaluated on an 80/20 price and B-BBEE preference basis.
The scope of work includes preparing and delivering meals, snacks and beverages in hygienic packaging or serving arrangements, with strict temperature control during transport and service. Providers must supply cutlery, crockery and serving utensils where required, and offer menu planning in consultation with ATM staff, covering portion sizes, dietary requirements and presentation. Catering must be manageable for groups from small workshops of around 10 to 20 people up to events of 200 or more. Staff must wear proper uniforms, hold valid food handling certificates and follow municipal and provincial health and safety regulations. Equipment must meet food safety standards, and waste disposal and cleaning must be maintained during and after events. Invoices, delivery notes and a brief post-event report on meals served, numbers and feedback are also required.
Mandatory minimum requirements include a valid original SARS tax clearance certificate, a certified copy of company registration documents, CSD registration with a completed SBD 4 form, at least five years of professional catering experience supported by references, proof of public liability insurance, and a valid B-BBEE certificate. Unregistered CSD suppliers must register before their quotation will be considered. Quotations must be fully inclusive of VAT and remain valid for at least 60 days, and a minimum 12-month warranty on services must be submitted in writing. Each bidder must provide a detailed proposal priced for four standard event sizes: 15, 50, 100 and 200 guests, showing menus, menu options, per-person costs, total costs and all delivery, preparation, setup and serving charges, so that bids can be compared fairly. Bidders should also provide at least three written client testimonials and CVs of key personnel. Note that the total contract value is not stated in the advert.
