Eskom Holdings SOC Ltd has invited tenders for the procurement, supply and installation of temporary perimeter fencing and associated site establishment activities for the Duvha Solar PV construction site at Duvha Power Station. The work prepares the site for the wider solar photovoltaic project and includes vegetation clearance, establishing offices and storage containers, erecting temporary perimeter barricading, and managing construction-generated waste such as rubble and plant debris. The contract is awarded under the NEC3 Engineering and Construction Contract (ECSC), and a reverse e-auction forms part of the process.
Bidders must hold a CIDB contractor grading of 2CE or higher, and joint ventures are eligible if each member is CIDB-registered and the combined grading meets the requirement. Technical evaluation uses a weighted scorecard with a 70% functionality threshold. Company experience (30%) requires at least three verifiable completion certificates for similar civil projects involving earthworks, site clearance and fencing. The method statement (30%) must explain how the works will be executed safely and without environmental harm, covering site establishment, vegetation clearance, perimeter barricading and waste management. Key personnel (40%) include a project supervisor with a relevant diploma or degree and at least three years of construction experience, and a technical representative with a national diploma in civil engineering. Price is scored at 80 points and specific goals at 20 points under the 80/20 preference system. Bidders must also comply with Eskom's environmental requirements, including a waste management plan, soil preservation measures, an emergency response plan and environmental awareness training. High-risk OHS requirements apply, including a site-specific OHS plan, baseline risk assessment, a valid COIDA letter of good standing, a CEO-signed OHS policy and itemised health and safety costing. Quality documentation is required under Eskom's supplier quality management specification. Subcontracting 100% of the scope is not permitted, and CSD registration is mandatory before award.
For the successful contractor, the award provides a well-defined site establishment package on a major Eskom energy project, with clear technical, safety and environmental standards and payment within 30 days of undisputed invoices for contracts below R50 million. The non-compulsory clarification meeting was held on 30 October 2026.
