Municipal Website Upgrade and Maintenance (36 Months)

Chief Albert Luthuli Municipality is seeking reputable and well-experienced service providers to upgrade and maintain its municipal website over a contract period of 36 months. The website serves as a key public communication and service channel for residents, and this contract covers both the improvement of its functionality and design and its ongoing support, maintenance and content continuity over the contract period. Detailed technical specifications, service levels and deliverables are set out in the bid document, which bidders must obtain and review before submitting a proposal.

The tender is open to service providers that comply with the VAT Act. Bid documents are available free of charge from the municipal website or eTenders from 05 November 2026. Hard copies may be collected from the cashiers point during office hours on payment of a non-refundable printing fee of R1,012.15. Sealed bids, clearly marked with the bid number ALMT08/2026, must be addressed to the Municipal Manager, Chief Albert Luthuli Municipality, PO Box 24, Carolina, 1185, or deposited in the tender box at the Municipality Offices, 28 Church Street, Carolina, no later than 12:00 on 01 December 2026. Late, telephonic, faxed or emailed tenders will not be accepted. Evaluation follows the Preferential Procurement Regulations 2022, with functionality assessed first and preference points allocated under an 80/20 or 90/10 system, depending on the lowest acceptable tender. Persons in the service of the state, including councillors, municipal employees and directors of municipal entities, are prohibited from bidding.

The contract offers a multi-year engagement with a public-sector client, providing stable, long-term revenue and the opportunity to deliver a visible, community-facing digital platform.
