Appointment of a service provider for hygienic cleaning and rental, refilling and maintenance of washroom hygiene equipment at four ORBIT TVET College sites in the North West for 36 months. Closing 04 December 2026.
ORBIT TVET College is inviting competent service providers to render hygienic cleaning services across four sites: Rustenburg Campus, Brits Campus, Mankwe Campus and the Central Office, for a period of 36 months. The College is outsourcing its hygienic cleaning function to ensure compliance with Section 8(1) of the Occupational Health and Safety Act, 1993, which requires employers to provide and maintain a safe, healthy working environment for employees, students and visitors. The appointed provider will supply, install, maintain and refill washroom hygiene equipment on a rental basis, and will carry out recurring cleaning and deep-cleaning tasks.
The scope of work covers rental and maintenance of washroom hygiene equipment at every site. This includes sanitary bins, sanitary bin bag holders, auto paper cabinets, slimroll paper towel dispensers, seat wipe dispensers, auto and foam sanitiser dispensers, hands-free wall-mounted sanitiser dispensers, urinal sanitisers, toilet roll holders and auto janitor dispensers. Monthly services include refilling air fresheners, slimroll paper, 1-ply and 2-ply toilet paper, auto sanitiser refills, seat wipes and deodorant blocks. Monthly deep cleaning covers urinals, hand basins and showers, while weekly services include sanitary bin servicing, deep cleaning of logo mats, and refilling of hand sanitiser and sanitiser bag supplies. Disposal of waste must be carried out by a registered professional body. Bidders must clearly specify the products and technical specifications they propose, and supply colour photographs or images of the materials. Simply copying the specifications and stating compliance is not sufficient.
Mandatory requirements include a valid CIPC registration, a valid tax compliance status PIN, a valid B-BBEE certificate or sworn affidavit (for preference points), a Certificate of Good Standing from the Compensation Commissioner, proof of business address, public liability insurance, a waste removal licence, a licence to transport sanitary waste as hazardous material, SANAS certification on products, and a Central Supplier Database (CSD) registration. Additional documents include a signed letter from any supplier or manufacturer confirming supply arrangements and lead times, reference letters demonstrating supply and delivery experience, bank proof of financial capacity rated A or B and dated within three months of closing, and accreditation with the National Contract Cleaners Association (NCCA). Bidders must also comply with the OHS Act, the National Environmental Management: Waste Act (No. 59 of 2008) and local municipal by-laws. Functionality is scored out of 100, and bidders scoring below 70 are disqualified. Scored criteria include reference letters (up to 30 points), methodology, chemicals and equipment (10 points), NCCA accreditation (20 points), financial capacity (20 points), supervisor and staff skills, contingency planning for strikes or staff shortages, and job descriptions. Evaluation then follows the 80/20 preference system, with 80 points for price and 20 points for specific goals such as B-BBEE status, enterprise location within the North West, and ownership by black people, women, youth, and persons with disabilities. The College is not obliged to award the tender to the lowest bidder.
The contract will run for 36 months, and the successful bidder must be able to begin service within 30 days of award. Tender documents are available free of charge on the National Treasury eTenders portal (www.etenders.gov.za) and the College website (www.orbitcollege.co.za). A non-refundable fee of R50.00 applies to printed copies issued at the College if the eTenders website is unavailable. No compulsory briefing session will be held. Bids must be submitted in hard copy in a sealed envelope, marked with the tender number C07/2026, and deposited in the tender box at the Central Office security gate, Cnr Fatima Bhayat and Bosch Street, Rustenburg, by 11:00 on 04 December 2026. Late submissions, telephonic or email submissions, and counteroffers are not accepted. Enquiries must be made in writing to Mr C Chaauke (cchaauke@orbitcollege.co.za) and must be received by 14:00 on 20 November 2026. Note that the tender advert contains a closing date of 06 December 2026 in one place, while the tender document specifies 04 December 2026 at 11:00. Bidders should confirm the closing date with the Supply Chain Management office before submitting.
This tender suits established cleaning and facilities management companies with NCCA accreditation, experience supplying and maintaining washroom hygiene products, and the capacity to manage multi-site operations. Companies must hold valid CIPC, tax compliance, CSD, B-BBEE and insurance documentation, and must be able to meet the waste disposal and sanitary waste transport licensing requirements. Suppliers and distributors of washroom hygiene products may partner with a cleaning contractor, but must provide SANAS certification and a firm supply letter. Small and medium businesses in the North West, including EMEs and QSEs, may benefit from the 20-point specific goals scoring for location, ownership and B-BBEE status, provided they can meet the functionality threshold of 70 points and the financial capacity requirement.
