60-month hygiene services contract for the CCMA's Tshwane office in Pretoria CBD, covering washroom dispenser supply, installation, maintenance and monthly consumables, plus bin services. Requires COIDA, public liability cover and a compulsory virtual briefing. Closes 26 November 2026.
The Commission for Conciliation, Mediation and Arbitration (CCMA) is seeking a qualified service provider to deliver hygiene services at its Tshwane office in Pretoria CBD for a 60-month contract period. The office occupies approximately 2,133.5m² across four floors and includes female, male and disability-accessible washrooms, with urinals in the male facilities. The service aims to provide a clean, healthy and hygienic working environment in line with the Occupational Health and Safety Act (No. 85 of 1993). Quantities listed in the bid are estimates for evaluation purposes only and do not guarantee a minimum procurement volume.
The scope includes the supply, installation, maintenance and monthly rental of washroom equipment such as lockable toilet paper holders, foam soap and hand lotion dispensers, automatic air freshener and flush dispensers, sanitary and paper towel bins, seat spray units and automatic urinal sanitisers. The provider must also supply recurring consumables on a monthly basis, including toilet paper, soap refills, air fresheners, sanitary packs, bin liners, paper towels, bleach, pine liquid, disinfectant cleaners, toilet brushes and urinal mats. Services include deep cleaning of toilet bowls and urinals, weekly disposal of sanitary bins, and supply of refuse bags. Technicians must wear uniforms and name tags, chemicals must be SABS-approved and non-toxic with safety data sheets provided, and all waste must be disposed of in line with the National Environmental Management: Waste Act (No. 59 of 2008). Quarterly review meetings and on-site inspections are required, and the successful bidder must conclude a Service Level Agreement with the CCMA.
Bidders must meet several mandatory requirements, including COIDA registration in good standing, public liability insurance, a valid Waste Transporter Registration Certificate, and proof of disposal at a licensed facility. A compulsory virtual briefing session takes place on 12 November 2026 at 11:00 via Microsoft Teams, and failure to attend results in disqualification. Bids are evaluated on an 80/20 price and specific goals basis, with a minimum functionality threshold of 70 points. Functionality criteria include relevant references from the past three years, a detailed implementation plan, company experience in hygiene services, and proof of financial capacity of at least R50 000 in positive cash balance or available credit. Specific goals cover black, women, youth and persons-with-disability ownership. Bids close on 26 November 2026 at 11:00 and must be submitted in a sealed envelope to the bid box at the CCMA National Office, 28 Harrison Street, JCI Building, Johannesburg, with bids valid for 120 days.
