The Cape Winelands District Municipality has invited formal written price quotations for the provision of security and armed patrol services at its Regional Landfill Site in Worcester. The contract runs on a month-to-month basis and requires the successful service provider to deploy four Grade C Security Officers per 24-hour cycle: one day-shift and one night-shift officer providing security services at the site office area, and one day-shift and one night-shift officer conducting armed patrols along the site's approximately 2,400-metre perimeter fence. Patrols also cover the office block, workshop and weighbridge, with the aim of preventing crime and protecting municipal assets. Services must be rendered daily, including weekends and public holidays.
Operational requirements are extensive. The service provider must install a web-accessible guard monitoring system within 14 days of the quotation taking effect, submit daily guard monitoring reports by 10:00 covering the preceding 24 hours, and answer queries on those reports in writing within 48 hours. Response teams must be able to react physically to emergencies within 30 minutes on a 24-hour basis. Officers must be equipped with specified items including a pocketbook, baton, handcuffs, whistle, flashlight and two-way radio or cellular phone, and must wear full company uniform and identification. Supervisory visits must be recorded and reported monthly, relief officers must be arranged at short notice, and officers must attend municipal induction sessions where required. Bidders must also provide at least three written reference letters, and the municipality reserves the right to verify them.
Compliance is central to eligibility. Bidders must submit proof of PSIRA registration under section 20 of the Private Security Industry Regulation Act and confirmation of registration and paid-up levies from the National Bargaining Council for the Private Security Sector (NBCPSS), both valid on the closing date of 16 November 2026. Officers must be paid in line with the NBCPSS Main Collective Agreement. Other mandatory documents include a valid SARS Tax Compliance Status PIN, a valid COIDA Letter of Good Standing, a CSD registration report, a B-BBEE certificate or sworn affidavit, and proof of locality for preference points. Price is evaluated on a monthly all-inclusive basis, and the contract is awarded to a single service provider. The contract may be cancelled with one month's notice, and the municipality may extend it if additional funds become available.
Businesses registered as security service providers with PSIRA and the NBCPSS, with a valid COIDA letter of good standing, tax compliance PIN and CSD registration. Suitable bidders have experience in armed guarding and perimeter patrols, the capacity to field four Grade C officers per day, and the ability to operate a web-based guard monitoring system. Small and medium security firms in the Cape Winelands District or the Western Cape may qualify for additional locality points. Bidders should note that a single provider will be awarded the full contract, and that the arrangement is month-to-month, so the work may be interrupted by future decisions.
