Twelve-month maintenance and technical support for Johannesburg Water's security systems, including CCTV, access control, boom gates, ANPR and X-ray screening. Requires 24-hour critical fault response and OEM-backed warranties. This is a market-information RFI closing 16 November 2026.
Johannesburg Water SOC Ltd has issued a Request for Information (RFI) to identify suitably qualified service providers to maintain and technically support its security systems across all Johannesburg Water sites for a period of 12 months. The RFI is a market-sounding exercise only and does not constitute an offer or a binding commitment to award business. Responses are due by 16 November 2026, and submissions should be directed to the nominated contacts listed in the RFI document or through the eTenders portal.
The scope covers comprehensive preventative and corrective maintenance of all existing and newly installed security automation infrastructure. This includes CCTV cameras and video analytics, facial recognition and biometric access control, Automated Number Plate Recognition (ANPR), intrusion detection, electric fencing, access control systems with card readers and turnstiles, boom gates, intercom systems, network switches, fibre and wireless communication equipment, CCTV servers, storage arrays, Network Video Recorders (NVRs), control room software, mobile applications, integrated alarm management platforms, walk-through metal detectors and X-ray baggage screening machines. Preventative work includes quarterly inspections, firmware and software updates, camera cleaning and calibration, intrusion and panic system testing, and network performance testing. Corrective service levels require a 24-hour response for critical faults and a 48-hour resolution target, together with on-site technical support, replacement of defective hardware and spare parts provision. The contractor must also ensure that existing Dahua-based infrastructure remains fully operational and compatible with new equipment, and must provide cybersecurity patch management, configuration management, system health monitoring, annual audits and asset lifecycle reporting.
The contract emphasises knowledge transfer and continuity. Johannesburg Water will not hand over ownership or exclusive control of the system, and the contractor is expected to transfer skills so the system can be supported beyond the 12-month term and integrated with the planned Unified Command Centre. Equipment must carry back-to-back OEM warranties of at least 12 months from practical completion and handover, and the contractor must maintain professional indemnity and public liability insurance. Pricing must be VAT-inclusive at 15%, cover all labour, materials, equipment, fuel and insurance, and reflect services delivered within the City of Johannesburg. Prices are non-firm, so the RFI requests a price adjustment formula and supporting documentation. Respondents must also provide B-BBEE and specific goals information, including ownership by black people, women, youth, military veterans and persons with disabilities, enterprise size, local location within Gauteng or the City of Johannesburg, joint venture details and planned subcontracting to HDI-owned firms.
Security systems integrators and maintenance companies with CCTV, access control, ANPR, and perimeter or screening equipment experience. Strong candidates will be OEM-authorised or certified for relevant platforms (including Dahua), able to offer 24-hour critical response and on-site support, and based in Gauteng or the City of Johannesburg. EMEs, QSEs and B-BBEE-compliant firms, including black-owned, women-owned, youth-owned and disability-owned businesses, are well placed to respond, as are joint ventures and consortia that combine technical and local capacity. Subcontractors with specialised skills in biometric, ANPR or X-ray screening systems may also find opportunities through partnering with a prime bidder. Businesses without the technical capacity to support multi-vendor security infrastructure, or those unable to provide OEM-backed warranties, should consider whether they are a good fit.
