The Development Bank of Southern Africa (DBSA), acting as Implementing Agent for the Eastern Cape Department of Education, is seeking a multi-disciplinary Professional Service Provider (PSP) to deliver end-to-end professional services for the Manzana Secondary School infrastructure project in the Chris Hani District Municipality, Eastern Cape. The appointment covers FIDPM Stages 2 to 7 (Concept, Design Development, Design Documentation, Works, Handover and Close-out) over an estimated 28-month project duration. The project forms part of a broader DBSA–ECDoE partnership under a Memorandum of Agreement renewed since 2015, which currently covers an initial mandate of 147 education infrastructure projects.
The physical scope comprises the provision of seven relocatable prefabricated classrooms compliant with the Department of Basic Education minimum uniform norms and standards for public school infrastructure, including 14 learner toilets, one accessible toilet and three staff toilets. Associated works include rainwater tanks and stands, walkways and ramps, electrical supply (Eskom grid or alternative supply), water reticulation, stormwater control, landscaping and all necessary earthworks and platforms. The PSP is responsible for site surveys and assessments, the complete design process, and securing all client and municipal approvals, together with the reporting required by stakeholders.
The appointment requires a multi-disciplinary team, with proof of professional registration and CVs assessed as pre-qualifiers. Required disciplines include a Construction Project Manager (SACPCMP, minimum 5 years post-registration), Professional Architect (SACAP, minimum 10 years), Structural, Civil, Electrical and Mechanical Engineers/Technologists (ECSA, minimum 5 years; Mechanical requires detailed fire experience), a Quantity Surveyor (SACQSP, minimum 5 years), a Construction Health and Safety Agent (SACPCMP), a Social Facilitator (minimum 10 years) and a Clerk of Works. Bidders must also hold professional indemnity cover of R5,000,000, a valid CSD registration, SARS tax compliance, and a B-BBEE certificate. Evaluation follows an 80/20 price and B-BBEE preference model. The project requires strict compliance with the OHS Act and Construction Regulations 2014, including Health and Safety Specifications, a Construction Work Permit, and a CIDB Standard Professional Services Contract (Edition 3).
