Appointment of a professional service provider to plan, design, monitor and complete Myolwa Primary School in the Eastern Cape under FIDPM Stages 2-7. Works include admin, classroom, science lab, library, dining, ablution, stormwater and external works, with a DBSA-managed multi-disciplinary team.
The Development Bank of Southern Africa (DBSA), acting as Implementing Agent for the Eastern Cape Department of Education, is seeking a professional service provider (PSP) under RFP200/2026 to deliver full professional services for the Myolwa Primary School project in the Eastern Cape. The appointment covers the FIDPM (Framework for Infrastructure Delivery and Procurement Management) stages 2 to 7, from concept and feasibility through to design development, procurement, construction monitoring and project close-out. The client has already prepared a cost estimate and preliminary designs, so the PSP will be required to review and verify existing designs across all disciplines, complete the detailed designs, and prepare the quantification, specifications, working drawings and finishing schedules.
The scope of works is extensive and covers new construction, upgrades and external works. New buildings include an 11-room administration block (reception, sick room, consulting room, offices, strong room, storage, printing room, staff room and kitchenette), an 8-classroom block for Grades 1 to 7 (approximately 320 m²), a science laboratory, a library and computer centre, a multipurpose classroom, and a dining and nutrition centre with kitchen, storage and scullery facilities. Existing structures are to be converted for workshop and storage use. The package also includes new ablution blocks for learners, teachers and persons with disabilities, maintenance and repair of existing ablutions, stormwater management, paving, ramps, a formal car park, drinking fountains, water stand pipes, and a Grade R play area with sand pit and playground equipment. The PSP must also carry out due diligence and assessment reviews, and provide construction supervision and project close-out services.
The tender is governed by strict occupational health and safety requirements under the Construction Regulations 2014. The DBSA has issued a Baseline Risk Assessment and a Health and Safety Specification with the tender documents, and the appointed PSP must align designs with these, support the appointment of a SACPCMP-registered Construction Health and Safety Agent, and ensure safety-in-design principles are applied. Other requirements include SHEQ compliance, environmental considerations such as stormwater and fauna and flora impact, community engagement through a social facilitator, and a multi-disciplinary team including project manager, architect, quantity surveyor, civil, structural, electrical and mechanical engineers, and clerk of works. Successful delivery will provide a safe, functional and sustainable learning environment for the Myolwa community.
This tender is suited to registered professional service firms and consortia with proven experience in school or public infrastructure, including architectural, civil and structural engineering, electrical and mechanical engineering, quantity surveying, project management, and construction health and safety consulting. Bidders should hold relevant statutory registrations (such as SACPCMP, ECSA, SACAP and CIDB grading as applicable), have multi-disciplinary capacity, and demonstrate experience with FIDPM and Construction Regulations 2014 compliance. Joint ventures and consortia are encouraged where a single firm lacks full discipline coverage. Small and emerging firms with relevant skills may participate through partnership or subcontracting arrangements.
