24-hour unarmed guarding and access control for 36 months at the KZN Public Works Midlands Regional Office in Ladysmith. Requires CSD registration, PSIRA Grade C guards, a Grade A PSIRA-graded owner or director, two prior contracts of R3 million or more, and R10 million public liability insurance.
The KwaZulu-Natal Department of Public Works and Infrastructure (DPWI) Midlands Region is inviting bids under Bid Number ZNTL001/2026 for the appointment of one service provider to render unarmed security guarding and access and egress control services for 36 months at the Midlands Regional Office, 40 Shepstone Road, Ladysmith. The service must run 24 hours a day, 7 days a week, for the full year, including public holidays and weekends, with a day shift (06:00 to 18:00) and a night shift (18:00 to 06:00). The pricing schedule provides for two Grade C guards per shift, and the Terms of Reference refer to four guard units. Bidders should confirm the staffing levels before pricing.
The scope covers control of vehicles and pedestrians, including physical searches on a random basis, recording of visitors and vehicles, and control of staff exits and access cards. Guards must patrol the inner and outer perimeter and office space hourly, update the Occurrence Book, monitor CCTV where applicable, and report incidents immediately to the Security Manager. The provider must supply uniforms, radios, torches, hand metal detectors, vehicle barcode scanners, registers and consumables, and must respond to emergencies within 10 minutes. At least two replacement officers per shift must be available within one hour. Guards must hold PSIRA registration and Grade C training, speak, read and write English and isiZulu, and pass SAPS record clearance and SSA vetting. The provider must also comply with the PSIRA Act, the Occupational Health and Safety Act, the Basic Conditions of Employment Act, and NBCPSS wage rates, and must continue services during security sector strikes or protests.
The tender is evaluated on an 80/20 preference point system, with 80 points for price and 20 for specific goals: 10 points for black ownership (proven by a sworn affidavit) and 10 points for enterprises located in uThukela, uMzinyathi or Amajuba District Municipalities (proven by a municipal account, signed lease, or ward councillor letter). Mandatory requirements include CSD registration, a valid tax compliance PIN, a fully completed Form of Offer, a Grade A PSIRA grading for the owner or director, PSIRA company registration, ICASA proof for radio equipment, a schedule of at least two contracts worth R3 million each from the last five years with award and reference letters, a police clearance certificate for the director, and public liability insurance of at least R10 million. A compulsory briefing session takes place on 18 November 2026 at 10:00 in the Auditorium, 71 Karellandman Street, Dundee. Bids close on 4 December 2026 at 11:00 and must be submitted in person to the bid box. Late, posted, faxed, or emailed bids will not be accepted. The Department may award to a bidder other than the lowest and may conduct a risk assessment before award. Offers must remain valid for 90 days. Note that the Part A cover page of the bid document refers to the Department of Sport, Arts and Culture, which appears to be a template error, and bidders should seek clarification from the contact person if needed.
