Detailed Description

The KwaZulu-Natal Department of Public Works and Infrastructure (Midlands Region) invites bids under tender ZNTL002/2026 for the appointment of one service provider to render unarmed security guarding and access and exit control services for 36 months at the uMzinyathi Sub-District Office in the Malomeni area, Weenen Road, Tugela Ferry. The service runs 24 hours a day, seven days a week, including weekends and public holidays, for the full year. Four Grade C security officers are required, split between day shifts (06:00 to 18:00) and night shifts (18:00 to 06:00). The Department's objective is to safeguard government buildings, personnel, assets and information against security threats.

The scope covers access, egress and asset control. The successful provider must control the entry and departure of private and state vehicles, carry out physical searches on a random basis, screen pedestrians and visitors, control staff exits and access cards, and keep accurate records in the Occurrence Book and other security registers. Officers must patrol the premises hourly, monitor CCTV where applicable, respond to emergencies within 10 minutes, and provide at least two replacement officers per shift within one hour. Site management obligations include maintaining a functional 24-hour operational office, transporting staff to and from the site, conducting twice-weekly inspections, and supplying a weekly duty roster in advance. The provider must also supply equipment such as hand-held radios, torches, metal detectors, vehicle barcode scanners, uniforms, identification cards and consumables. The Department provides free electricity for recharging, designated storage, and a guard room with toilet facilities.

Mandatory requirements are strict. Bidders must be registered on the Central Supplier Database and tax compliant, and must submit a Grade A PSIRA grading for the owner or director, PSIRA company registration, and proof of PSIRA-registered Grade C officers. Bidders must provide a schedule of at least two contracts awarded in the last five years, with commencement and end dates, values (the document cites R3 million), and letters of award and reference on company letterhead. Further requirements include ICASA registration or a signed lease for radio equipment, a police clearance certificate for the company director dated within six months, and public liability insurance of at least R10 million. A compulsory briefing takes place on 18 November 2026 at 10:00 at the Auditorium, 71 Karelland Man Street, Dundee. Bids close on 4 December 2026 at 11:00 and remain valid for 90 days. The evaluation uses an 80/20 price and preference system, with 10 points for Black ownership and 10 points for enterprises located in the uThukela, uMzinyathi or Amajuba district municipalities. Bidders should note that Part A of the bid form references 'Sport, Arts and Culture' in error, so they should confirm details with the Department.

Suitable Businesses

PSIRA-registered security companies with a Grade A-graded owner or director and Grade C guard capacity, able to meet the R10 million public liability insurance and the two-contract experience requirement. Businesses with operational offices in or near uMzinyathi, uThukela or Amajuba are well placed, as they can claim the 10 municipal-area preference points. Black-owned enterprises can claim the Black ownership preference points with a sworn affidavit. Companies with ICASA-compliant radio systems, Central Supplier Database registration and tax compliance can apply directly. Smaller security firms may consider a joint venture or consortium to satisfy the experience and insurance requirements.
