Detailed Description

Air Traffic and Navigation Services SOC Ltd (ATNS) is inviting bids for the appointment of a service provider to supply and deliver certificate printing, frames, and framed certificates for its 2026 Rewards & Recognition Awards. The tender covers an estimated 188 framed certificates (certificate printing and framing) and 210 standalone frames. Deliveries are required to ATNS locations across South Africa, including the Head Office in Bruma, the ATNS Aviation Training Academy in Kempton Park, and air traffic control towers and centres at major and regional airports such as OR Tambo, Cape Town, King Shaka, Port Elizabeth, Bloemfontein, Kimberley, Polokwane, Richards Bay, and others. The quantities per station are set out in the tender document's distribution schedule.

The technical specifications are detailed. Certificates are to be printed on A4 portrait satin paper weighing 200 to 300 gsm, with artwork and details supplied by ATNS. Frames have a nominal size of 300×400mm, subject to confirmation of internal and external dimensions by the supplier. The frame design is contemporary and understated, using a silver moulding of approximately 20mm width. Each certificate is fitted with a white or off-white acid-free mount board providing an even border of roughly 35 to 40mm, with the aperture securely overlapping the certificate edges without obscuring text. The frames include 2mm clear glass, a super wood backing, and a secure hanging clip suitable for portrait display. A one-year warranty from the acceptance date is required.

Bidders must submit two parcels. Parcel A contains administrative and mandatory requirements, including a valid SARS Tax Compliance Status PIN (valid for 60 days from submission), CSD registration, CIPC documents, shareholder details, and a B-BBEE certificate or sworn affidavit for EMEs and QSEs. A key mandatory criterion is a minimum of two contactable client reference letters for certificate frame supply and delivery completed within the past five years. Each letter must be on official client letterhead, signed and dated by an authorised representative, and describe the work performed. Letters of appointment, award notifications, or contracts will not be accepted as substitutes. Parcel B contains the pricing schedule (SBD 3.3) and the preference points claim form (SBD 6.1). Evaluation uses the 80/20 preference point system, with 80 points for price and 20 points for specific goals. Prices must be fully inclusive of all costs for supply and delivery, and quoted with 15% VAT shown separately. Offers remain valid for 60 days. The closing date is 9 November 2026 at 11:00, and bids must be delivered to the stipulated address by that time, as late submissions will not be considered.

For the successful supplier, this contract offers a defined, time-bound opportunity to supply a corporate client with a recognisable national footprint. The work combines print production with framing and multi-site logistics, so it suits suppliers with an established, quality-controlled production process and reliable distribution capability. Bidders should confirm their ability to meet the frame specifications, handle dimension verification, and deliver to all listed sites within the required timeframe before submitting.

Suitable Businesses

This tender suits printing companies, picture framing and framing manufacturers, and promotional or corporate gifting suppliers that can produce high-quality certificates and custom-sized frames and deliver them nationally. Applicants should be tax compliant, registered on the Central Supplier Database, and hold a valid B-BBEE certificate or sworn affidavit, as EME and QSE status earns preference points. Most importantly, bidders must hold at least two recent (within five years) client reference letters for certificate frame supply that meet the strict letterhead, signature, and content requirements. Bidders may apply as an individual company, joint venture, consortium, or authorised distributor; distributors must attach a valid OEM authorisation letter. Businesses without prior framing or certificate supply experience should consider partnering with an established supplier through a joint venture or consortium.
