Detailed Description

Air Traffic and Navigation Services SOC Ltd (ATNS), South Africa's state-owned air navigation service provider, has invited bids for the appointment of a service provider to supply and deliver a set of lifting, rigging, hand tool and storage items to its George Airport (FAGG) facility in the Western Cape. The request is a re-advertised RFQ (reference ATNS/RFQ/02/2026/22/FAGG). The specification lists twelve line items: an 800 kg lever-operated wire rope pulling and lifting machine; a 550 kg portable electric wire rope hoist with a 20 m cable; gate motor wheels with an 80 mm radius rated for gates up to 800 kg; M16 lifting eye bolts; 10 mm D shackles; M12 x 40 mm high tensile bolts; 40 x 40 mm square washers with 14 mm holes; 30 mm lifting chain; 30 mm and 32 mm combination spanners; a 300 mm water pump pliers; and a steel toolbox measuring approximately 37.8 x 29.4 x 71.6 cm that must be lockable. All items must be delivered to ATNS, George Airport, R404 (Airport Road), George, 6530, with all delivery costs included in the bid price.

Bids are submitted in two parcels. Parcel A covers administrative and mandatory requirements (Volume 1A), including a SARS Tax Compliance Status PIN valid for 60 days from submission (or a CSD number where no PIN is available), CIPC documents, shareholder certificates, shareholder ID copies, and a valid B-BBEE certificate or sworn affidavit for EMEs and QSEs. The key mandatory criterion is two contactable reference letters from clients for completed supply and delivery work within the past five years. These letters must be on the client's official letterhead, signed by an authorised representative, clearly confirm successful completion, and include verification contact details. Appointment letters, project award notices and contracts are not accepted as substitutes, and failure to provide the reference letters results in automatic disqualification. Parcel B contains the pricing schedule (SBD 3.1) and the preference points claim form (SBD 6.1). Every line item must be priced, with a 100% complete schedule, or the bid will be non-responsive. Bidders must also state the brand and model, country of origin, compliance with the specification (noting any deviations), delivery period, and whether delivery is firm or not firm. Offers must remain valid for 60 days from the closing date.

Evaluation uses the 80/20 preference point system (price 80 points, specific goals 20 points), with the lowest acceptable tender used to confirm the applicable system. Bidders claiming specific-goal points must supply supporting proof, and the organ of state may verify claims. The closing date is 17 November 2026 at 11:00. Enquiries can be directed to Mandisa Mako at +27 11 607 1000 or MandisaM@atns.co.za. Bidders should note that the reference to 'radar motor tools' in the tender reference does not match the specification, which describes general lifting, rigging and maintenance hand tools. Before pricing, suppliers should confirm the full scope in Volume 1A and check the quantities for each item, as these were not legible in the extracted document text. The tender is also subject to the Preferential Procurement Policy Framework Act, POPIA data protection obligations, and anti-corruption and conflict-of-interest declarations. Bids will not be considered from state employees or companies whose directors are state employees.

Suitable Businesses

Suppliers of industrial lifting equipment, rigging hardware and hand tools, including OEMs, authorised distributors and resellers (distributors must attach a valid OEM authorisation letter). Businesses must have supplied similar goods to clients within the past five years and be able to provide two signed client reference letters on official letterhead. EMEs and QSEs with a valid B-BBEE certificate or sworn affidavit can claim specific-goal points. Businesses without a SARS tax compliance PIN or CSD registration, and those that cannot supply the full twelve-item range, should not apply.
