Floor Standing Water Dispenser Supply & Maintenance NEW

The Safety and Security Sector Education and Training Authority (SASSETA), a Schedule 3A public entity reporting to the Department of Higher Education and Training, is seeking a service provider through a Request for Quotations (RFQ/SASSETA/2526122/4) for the supply, installation and maintenance of bottleless floor standing water dispensers. The contract runs from the date of appointment until 31 March 2030 and is requested on an ad hoc, as-and-when-required basis. The scope covers hot and cold floor standing bottleless dispensers, with the reference model specified as X-172 (generic brand, plastic and steel, silver, 33W x 98H cm, 14 kg). The successful provider must deliver new units within 7 working days of appointment, and must issue a valid Plumbing Industry Registration Board Certificate of Compliance for any plumbing work at no additional cost to SASSETA.

The pricing structure is broken into several line items: supply and installation of each unit, maintenance and repair when a unit breaks, a servicing rate (hourly, with servicing expected twice a year), a call-out fee, and a percentage markup on parts purchased on SASSETA's behalf, which will be reimbursed at cost plus the quoted markup. Quotations must be all-inclusive of VAT, firm, and valid for 90 days from the closing date. The quoted amount is subject to annual adjustment by CPIX plus 2%. Travel and delivery costs are reimbursed according to Department of Transport per-kilometre rates, and any travel must be approved by SASSETA in advance with supporting invoices and, where private vehicles are used, a route map. Mandatory requirements include a valid CSD registration, completed SBD forms 1, 3.1, 4 and 6.1, initialled General Conditions of Contract, and proof of PIRB licensing. Failure to submit the PIRB registration certificate or designation card results in automatic disqualification. Bidders should note that the Pricing Schedule (SBD 3.1) refers to the period 'until 31 March 2027', which conflicts with the 31 March 2030 contract end date stated throughout the rest of the document, so clarification with the contact person may be advisable before submission.

Evaluation is based on an 80/20 preference point system, with 80 points for price and 20 points for specific goals: 10 points for Black ownership (100%), 5 points for Black youth ownership (at least 30%), and 5 points for promotion of Gauteng enterprises. Supporting documents such as a B-BBEE certificate or sworn affidavit, CIPC registration documents, certified director IDs and a CSD report are required to claim these points. The contract offers a multi-year framework for a provider with plumbing and appliance-servicing capability, a predictable pricing mechanism, and recurring maintenance work across the contract term.
