A three-year appointment of a CA(SA)-led accounting advisory firm to assess, plan and support the implementation of IFRS 18 presentation and disclosure requirements across a development finance institution, its funds and agencies, at fixed hourly rates.
The Development Bank of Southern Africa (DBSA) is seeking a qualified and experienced accounting advisory firm to assist the Bank, its funds and its agencies with the implementation of IFRS 18, Presentation and Disclosure in Financial Statements, which replaces IAS 1. The standard introduces defined categories in the statement of profit or loss, new subtotals, enhanced requirements for aggregation and disaggregation, and disclosure requirements for Management-Defined Performance Measures (MPMs). The DBSA has indicated that its current reporting framework, accounting policies, processes and systems do not fully align with these requirements, and it does not yet have a comprehensive impact assessment or implementation plan. The appointment is for a period of three years.
The scope of work covers three main areas. First, the service provider will conduct a gap analysis, reviewing current annual and interim financial statements, disclosures and accounting policies. This includes assessing the impact on the statement of profit or loss, the classification of income and expenses across operating, investing and financing activities, MPM definitions and reconciliations, and the level of aggregation and disaggregation. Second, the provider will review the reporting framework itself, including accounting policies, monthly and annual reporting processes, the chart of accounts and mapping structures, and the capability of existing financial reporting systems. It will also prepare proposed policy updates, reporting templates and a procedure manual. Third, the provider will redesign the annual financial statement templates and notes disclosure templates, develop an MPM framework, and provide ongoing implementation support. This includes practical guidance to the DBSA Finance team, technical support on emerging IFRS 18 queries, review of draft financial statements, and knowledge transfer workshops so the team can maintain compliance after implementation. Expected deliverables include an IFRS disclosure gap report, an IFRS 18 gap analysis report, revised financial statement and disclosure templates, an MPM framework, updated accounting policies and reporting procedures, and an implementation procedure manual.
Bidders must be registered service providers with extensive IFRS technical advisory experience, preferably within banking, financial services or development finance. The Partner/Director and Senior Manager/Associate Director must be CA(SA) qualified, and proof of professional registration with SAICA or an equivalent accounting body is a pre-qualifying requirement. Proposals are assessed in three stages: administrative responsiveness, functionality (scored out of 100 with a minimum threshold of 70), and price and B-BBEE preference on an 80/20 basis. Functionality covers senior resource experience, company experience, at least three signed client reference letters, and a three-year project plan with value-added services. The proposed team must generally remain the same throughout the engagement. Pricing must be submitted as fixed hourly rates per resource for each of the three years, using the prescribed Annexure A1 schedule. A compulsory virtual briefing session takes place on 18 November 2026, and electronic submissions close on 27 November 2026 at 23:55. Bids must remain valid for 120 days.
This tender suits SAICA-registered accounting and advisory firms with CA(SA)-qualified partners and senior managers who have hands-on IFRS implementation experience, ideally in banking, financial services or development finance. Applicants should be able to demonstrate at least three signed, verifiable client references from the last ten years, a credible three-year project plan, and a team that can remain on the engagement. Firms must be registered on National Treasury's Central Supplier Database, hold a valid SARS tax compliance status, and provide a valid B-BBEE certificate or sworn affidavit. Exempted Micro Enterprises and Qualifying Small Enterprises may benefit from preference points. Individual consultants or firms without professional registration, or without banking or DFI-related IFRS experience, are unlikely to meet the pre-qualifying and functionality requirements.
