A 36-month term contract for servicing, maintenance and repairs of hot water systems, including heat pumps, storage cylinders and pumps, at state buildings in Queenstown and surrounding areas, Eastern Cape. Bidders need CIDB 3ME grading and proven hot water system experience.
The Department of Public Works and Infrastructure (DPWI) is inviting tenders for a 36-month term contract for the servicing, maintenance, repair and replacement of hot water systems at national government facilities in Queenstown and surrounding areas in the Eastern Cape. The equipment covered includes air-source hot water heat pumps (7kW and 25kW units), hot water storage cylinders ranging from 450 to 5,000 litres, circulating and sump pumps and motors, storage tanks with standby electric heating elements, expansion vessels, and associated pipework, valves, gauges and safety devices. The primary objective is regular preventative and routine maintenance of existing equipment, with repairs carried out where equipment can be economically repaired. Where equipment is uneconomical to repair, the Department may request separate quotations for replacement. Contractors must complete prescribed service schedules at every visit, tag equipment with engraved aluminium asset labels, and keep detailed records of all refrigerant gas used, in line with environmental legislation prohibiting unauthorised refrigerant discharge.
The tender requires contractors to hold a CIDB contractor grading of 3ME or 3ME* or higher and to submit at least three reference letters for completed or current contracts of R450,000 or more in the servicing, maintenance, repair or installation of heat pumps and hot water systems, completed within the last five years. Bidders must employ at least three qualified refrigeration or air-conditioning technicians with trade test certificates, plus one millwright and one electrician. A bank rating letter showing a minimum code of D for at least R1 million, dated within the last three months, is required, along with a valid CSD registration and tax compliance. Attendance at the compulsory bid briefing meeting on 19 November 2026 at the Wilkson Hall, Aerodrome Road, Queenstown, is mandatory. The bid document price is R300.00, and the closing date is 1 December 2026 at 11:00 AM. The contract is priced on a schedule of quantities covering planned services, replacements, provisional allowances for non-scheduled breakdown materials and labour, and transport, with annual price escalation capped at 5% and no escalation in the first twelve months.
The tender uses an 80/20 preference point system, awarding 20 points for specific goals, including EME or QSE status with at least 51% black ownership, black women ownership, black youth ownership, black ownership by persons with disabilities, and location in the Eastern Cape. This contract is one of three concurrent hot water maintenance tenders for different regions (Queenstown, Port Elizabeth and East London). To spread the risk of under-performance, the Department may award a single service provider only one of these contracts unless no other responsive bidder exists for a given area, and it may negotiate with lower-ranked bidders if the preferred bidder selects a different contract. Successful contractors will benefit from a stable, three-year revenue stream, recurring maintenance work across multiple government facilities, and the opportunity to build a public sector track record.
Refrigeration, air-conditioning, mechanical and plumbing contractors with CIDB 3ME grading (or those able to register within 21 working days) and experience servicing heat pumps and hot water systems. Suitable bidders have, or can recruit, at least three trade-tested refrigeration or air-conditioning technicians, a millwright and an electrician, and can supply three qualifying reference letters. Eastern Cape businesses, and EMEs, QSEs and enterprises at least 51% owned by black people, women, youth or persons with disabilities, can also claim specific goals preference points. Larger contractors able to manage multiple regional contracts should note the risk-spreading rules, which limit the award of more than one of the three related tenders to the same bidder.
