Detailed Description

The Department of Public Works and Infrastructure is inviting tenders for a 36-month term contract for the maintenance, repair and servicing of hot water systems at National Government facilities in Gqeberha (Port Elizabeth) and surrounding areas in the Eastern Cape. The contract covers air-source hot water heat pumps (including 7kW and 25kW units), storage cylinders from 450 litres to 5,000 litres, non-storage electric water heaters, circulating and sump pumps, expansion vessels, and associated pipework, valves and controls. The primary objective is regular preventative and routine maintenance of existing equipment, with repairs carried out where equipment can be economically repaired. Where equipment is uneconomical to repair, the Department may request separate quotations for replacement. Bill of Quantities items include minor and major services, new installations, provisional allowances for non-scheduled breakdown repairs and minor materials, transport, and provisional labour hours for refrigeration or air-conditioning technicians, millwrights, electricians and assistants.

Key requirements include a CIDB contractor grading of 3ME or higher, with the grading and class of works verified through the CIDB register. The bidder must provide at least three reference letters for completed or current projects, each with a single contract value of R450,000 or more, relating to servicing, maintenance, repair or installation of heat pumps or hot water systems within the last five years. Reference letters must be dated and signed, must use the template supplied in the bid document, and cannot be appointment letters or signed contracts. The minimum staffing requirement is three qualified refrigeration or air-conditioning technicians (with trade test certificates), one millwright and one electrician. A bank rating letter of at least code D for R1 million, issued within the last three months, is required. Bidders must attend a compulsory briefing meeting on 18 November 2026 at 10:00 at the Eben Donges Building in Gqeberha. The bid is evaluated on an 80/20 preference point system, with up to 20 points for specific goals, including ownership by black people, black women, persons with disabilities and black youth, and for Eastern Cape location. Contractors must comply with refrigerant handling rules under the Air Quality Management Act, keep detailed gas records, and tag all equipment with engraved aluminium asset labels. The contract is subject to a price escalation cap of 5% per annum, with no adjustment in the first 12 months after award.

The contract offers a multi-year, recurring revenue stream and the opportunity to build a long-term relationship with a government client. The Department has stated that three separate contracts are being tendered for different geographical areas, including Queenstown and East London, and that a single provider is unlikely to receive more than one area unless there are no other responsive bidders. This approach is intended to spread performance risk. The estimated total contract value is not stated in the extracted notice, but provisional allowances include R2.6 million for non-scheduled materials and 50,000 km of transport. Tenderers should review the full bid document, including the Special Conditions of Bid, the Terms of Reference and the Bill of Quantities, before submitting. The bid closes on 1 December 2026 at 11:00, and bid documents can be downloaded free of charge from the eTenders portal.

Suitable Businesses

This tender suits established mechanical, refrigeration, air-conditioning and HVAC contractors holding CIDB grading 3ME or higher, with Eastern Cape operations and at least three trade-tested refrigeration or air-conditioning technicians on staff. Businesses should have three qualifying reference projects of R450,000 or more in heat pump or hot water system work from the last five years, and banking facilities that meet the code D rating requirement. Exempted Micro Enterprises (EMEs), Qualifying Small Enterprises (QSEs), and businesses that are at least 51% owned by black people, black women, black youth or persons with disabilities may gain additional preference points, as may Eastern Cape-based firms. Companies without the required grading, staffing or references should not bid, but may consider subcontracting to a qualified prime contractor.
