Overview

Summary

Appointment of a service provider to design, implement and support an enterprise-wide inspection automation platform for the NRCS, covering digital forms, workflows, mobile inspections and reporting, with a 5-year support term.

Detailed Description

The National Regulator for Compulsory Specifications (NRCS) is seeking a service provider to implement an end-to-end, enterprise-wide Inspection Management Automation Solution across its operational business units: Automotive, Chemicals, Mechanical and Materials (CMM), Electrotechnical, Foods and Associated Industries, and Legal Metrology. The platform must standardise, digitise and automate inspection, compliance, enforcement and reporting processes, replacing paper-based workflows with electronic forms, automated directives and approvals, and real-time dashboards. Key requirements include mobile and offline inspection capabilities, role-based access control and segregation of duties, validation controls, a standardised master inspection record, and secure integration with existing NRCS systems and approved external platforms. The solution is to be hosted on the NRCS Microsoft Azure environment and is preferably a bespoke, cloud-based application that is not restricted by licences.

The scope covers the full project lifecycle: business requirements definition, process analysis and design, solution architecture, configuration, integration, user acceptance testing, production deployment, and knowledge transfer. Deliverables include a configured inspection management platform, inspection device specifications, an electronic forms repository, workflow configuration, a reporting and dashboard suite, training materials, and support and maintenance documentation. Implementation must be completed within the first contract year, followed by five years of annually payable support, maintenance and licence renewals. Bidders must provide an all-inclusive, VAT-inclusive, firm price using the SBD 3.1 pricing schedule, cover three training sessions for up to 200 business users and ICT administrators, and demonstrate a local presence and support office in South Africa. The evaluation is based on the 80/20 preference point system (price and B-BBEE specific goals), subject to a three-phase functionality assessment requiring a minimum of 70 out of 100 points at each stage: a desktop evaluation of methodology, project team and references; a client site visit of a similar live implementation; and a demonstration of the proposed solution to the NRCS Bid Evaluation Committee.

This opportunity offers a significant public-sector digital transformation engagement with a long-term support relationship. Successful delivery will give the NRCS improved traceability, auditability, regulatory governance and inspector productivity, while providing the appointed firm with a high-profile reference in government regulatory automation. Attendance at the compulsory online briefing session on 13 November 2026 is mandatory, with email registration required by 11 November 2026. Bids close on 30 November 2026 at 11:00 and must be submitted in sealed form to the NRCS tender box at SABS Campus, 1 Dr Lategan Road, Groenkloof, Pretoria. Tax compliance, CSD registration and all mandatory SBD forms must be in order, as non-compliance may result in disqualification.

Suitable Businesses

This tender is best suited to South African ICT firms and systems integrators with proven experience delivering enterprise workflow, inspection management or regulatory compliance platforms, particularly for government or large public-sector clients. Microsoft Azure partners and vendors of configurable or bespoke cloud-based inspection solutions with a local South African support presence are well placed to respond. Bidders must have at least three completed references from similar work in the past three years, a client willing to host an NRCS site visit, and experienced project and change managers, developers, business analysts and security analysts. Consortia and joint ventures are permitted, provided each party submits its own tax and CSD documentation. Qualifying Exempted Micro Enterprises and Qualifying Small Enterprises with strong B-BBEE credentials may benefit from specific-goal preference points. Firms without the required technical depth, local presence or public-sector delivery track record should consider whether they can meet the three-stage functionality threshold before committing resources.
