Appointment of a service provider for cleaning and hygiene services at two government offices in Ermelo and Piet Retief, Mpumalanga, for 36 months. The scope covers 7 cleaners and 2 supervisors, plus supply and maintenance of hygiene dispensers and consumables. Closing date: 25 November 2026.
The Department of Land Reform and Rural Development (DLRRD) is inviting bids for a 36-month contract to provide cleaning and hygiene services at its Gert Sibande Shared Service Centre offices in Ermelo and Piet Retief, Mpumalanga. The contract requires a total of seven cleaners and two working supervisors, with three cleaners and one supervisor at the Ermelo office (approximately 488 m² building plus surrounding grounds) and four cleaners and one supervisor at the Piet Retief office (approximately 1,100 m² building plus a yard of around 3,240 m²). Services include daily, weekly, monthly and quarterly cleaning of offices, boardrooms, server and photocopy rooms, kitchens, passages and reception areas, toilets and ablutions, window and blind cleaning, waste disposal areas, and yard sweeping and litter removal. The scope also covers the handling of sanitary and healthcare waste, which must be collected on the day it is emptied and certified monthly.
The successful bidder must provide all cleaning equipment, detergents, consumables and hygiene dispensers, and must install and maintain these at no extra cost to the Department. This includes sanitary bag dispensers, soap and sanitiser dispensers, automatic air fresheners, paper towel dispensers, toilet paper holders and urinal sanitisers. All chemicals must be SABS or SANS approved, with data sheets available on site. Wage rates must comply with the Sectoral Determination 1: Contract Cleaning Sector, and pricing must remain fixed for the contract period, with adjustments limited to sectoral wage increments. Bidders must register on the National Treasury Central Supplier Database (CSD), provide a valid tax compliance status, submit a COIDA letter of good standing, and show proof of public liability insurance of at least R1.5 million, with the full policy due within seven working days of award. A sanitary waste management certificate or waste transporter certificate is also mandatory, which may be met through a partnership, a subcontracting agreement, or an active account with a licensed waste company. Compulsory briefing and site inspection is scheduled for 10 November 2026 at Stand 37, Mohamme Media, Kempville, Piet Retief.
Bids are evaluated in two stages. Functionality is scored out of 100, and bids must reach a minimum of 60 points to proceed. Functionality criteria cover company experience (completed cleaning projects valued at R500,000 or more, supported by client reference letters), supervisor experience and qualifications, a training and skills development plan, uniforms and PPE, and a detailed service methodology. The remaining bids are scored on an 80/20 preference system, with 80 points for price and 20 points for specific goals: historically disadvantaged individuals (8), female ownership (5), people with disabilities (2), youth ownership (2), and locality within Mpumalanga or the Gert Sibande District (3). The bid must remain valid for 90 days after the closing date of 25 November 2026 at 11:00.
This tender suits established contract cleaning companies with a track record of delivering cleaning services to government or large commercial clients, ideally with at least one completed project valued at R500,000 or more and supporting client references. Companies with a base in Mpumalanga, particularly Gert Sibande, will benefit from the locality points. Businesses owned by historically disadvantaged individuals, women, people with disabilities or youth will be able to claim specific goal points, provided they have the required documentation. Bidders must be CSD-registered and tax compliant, and must be able to provide public liability insurance of at least R1.5 million, a COIDA letter, and a sanitary waste management certificate (directly or through a partner or subcontractor). Smaller cleaning businesses may qualify if they can meet these requirements, either alone or through a consortium or joint venture. Companies without experience in institutional or government cleaning, or without the capacity to supply equipment and dispensers for nine staff across two sites, are unlikely to meet the 60-point functionality threshold.
