Fire Fighting Safety Equipment Supply and Servicing

Rustenburg Local Municipality (RLM) has invited bids for a service provider to supply, deliver and service fire fighting safety equipment across its facilities for a period of three years (tender reference RLM/DCD/0113/2026/27). The bill of quantities covers a broad range of items: dry chemical powder (DCP) fire extinguishers in 2.5kg, 4.5kg and 9kg sizes, CO2 extinguishers, fire hose reels, 80mm brass fire hydrants, cabinets, brackets and PVC covers, photoluminescent and ABS safety signage with aluminium frames, and fire detection components such as 2, 3 and 4 zone fire panels, smoke and heat detectors, manual call points, sounders and batteries. The scope also includes design and drawings for detection systems.

Beyond supply, the appointed provider will carry out ongoing servicing for all municipal buildings and electrical substations over the contract period. Required services include recharging of DCP and CO2 extinguishers, hydrostatic pressure testing, servicing of fire detection and gas suppression systems, and a travelling facility survey. The provider must submit a monthly statement with individual supporting invoices and documentation. Prices are to be escalated annually by financial year in line with the Consumer Price Index, and the bill of quantities includes a 10% contingency and 15% VAT.

Bidders must meet the mandatory requirements set out in the tender document, including a valid CIDB contractor grading of 2SF or higher and a full Central Supplier Database (CSD) report. Bids are evaluated on functionality, with a minimum qualifying score of 70 out of 100, followed by an 80/20 preference point system (80 points for price and 20 for specific goals such as Rustenburg-based businesses, township or rural enterprises, and B-BBEE ownership categories). Submissions require a hard copy and a USB containing scanned documents, proof of payment of the non-refundable R250 tender document fee, tax compliance status, and municipal rates and taxes clearance. Bids must be delivered to the tender box at Missionary Mpheni House, Beyers Naude Drive, Rustenburg, by 11:00 on 26 November 2026, and remain valid for 90 days. There is no compulsory briefing session, and late submissions will not be accepted.

For the municipality, this contract provides a single, consolidated provider for fire safety compliance across its facilities, supporting legal obligations under the Occupational Health and Safety Act and the Fire Brigade Services Act, and helping protect staff, the public and municipal assets. Service continuity over three years also simplifies budgeting and maintenance planning.
