Overview

Summary

SABS seeks a registered Pest Control Operator for 36-month integrated pest management at seven sites nationwide, including a GMP-compliant programme at its Pharmaceutical Laboratory. Requires PCO registration and R5m public liability cover; 80/20 preference scoring applies.

Detailed Description

The South African Bureau of Standards (SABS) has issued Request for Quotation RFQ 202142 for a suitably qualified and registered service provider to deliver pest control services at designated SABS sites for a period of thirty-six (36) months. The service covers seven locations: Groenkloof in Pretoria (including the Pharmaceutical Laboratory), NETFA in Olifantsfontein, Secunda, Durban (Waterfall Park), East London (Sunnyridge), Cape Town (Rosebank) and Richards Bay. The appointed provider must deliver a comprehensive Integrated Pest Management (IPM) service covering rodents, cockroaches, ants, flies, mosquitoes, ticks, crawling insects, bees, wasps, bats and other pests that pose a risk to facilities, personnel, products or visitors. The service includes monthly site visits, supply and maintenance of bait stations, fly-control devices, light traps and monitoring devices, waste-area monitoring, tunnel servicing, quarterly perimeter snake-control treatments, and ad hoc call-outs for snakes, bees, wasps, bats and pigeons, which are issued on an official purchase order. The Pharmaceutical Laboratory at Groenkloof requires a specialised GMP-aligned programme with tamper-resistant bait stations, SABS pre-approval of all chemical products, and records suitable for GMP, SANAS and ISO audits. Groenkloof's Olifantsfontein and Groenkloof sites also include animal-sensitive considerations, such as dog kennels and proximity to a game reserve, that require safe product selection.

Mandatory requirements are a valid Pest Control Operator (PCO) registration issued by the Department of Agriculture and Public Liability Insurance of at least R5 million. Bidders must also submit a National Treasury CSD registration report, a valid BBBEE certificate or sworn affidavit, and forms SBD 4 (Bidder Disclosure) and SBD 6.1 (Preference Points Claim). Evaluation uses the 80/20 preference point system, with 80 points for price and 20 for specific goals. Functional scoring covers relevant experience in similar environments (40 points), qualifications and experience of the contract manager and per-site technicians (40 points), sample reports and registers (10 points), SAPCA or equivalent professional membership (5 points) and national footprint (5 points). Bidders must reach a minimum functional threshold of 70% to proceed. Pricing must be submitted as a fixed monthly rate per site, with VAT shown separately, and a three-year consolidated schedule that accounts for anticipated CPI-related increases. The SABS does not make advance payments, and all responses must be emailed to Lethabo.Nedondwe@sabs.co.za by 11:00 on 12 November 2026. Late submissions will not be accepted.

This contract offers a stable, multi-year revenue stream and national reach for pest control companies with laboratory, pharmaceutical, industrial or government experience. Successful delivery would provide a strong reference for future public sector and regulated-industry work. Because the scope spans several provinces and includes specialised laboratory and animal-sensitive requirements, the tender rewards providers that can demonstrate qualified technicians, robust record-keeping and multi-site management capability. Bidders should review the full Scope of Work (Annexure A) and confirm their PCO registration, insurance cover and technician allocation before the short submission window closes.

Suitable Businesses

This tender is suitable for registered Pest Control Operators with a valid Department of Agriculture PCO registration and at least R5 million public liability insurance. It is best suited to companies with experience in laboratory, pharmaceutical, industrial, food or government facilities, and with the ability to deploy qualified, registered technicians across multiple provinces. Businesses should also be CSD-registered with a valid BBBEE certificate or affidavit and capable of producing sample service reports and compliance registers. Given the short submission window (closing 12 November 2026), providers should be ready to submit quickly. National pest control companies with established regional offices in Gauteng, the Western Cape and KwaZulu-Natal are likely to score highest on the national footprint criteria. Smaller regional firms may still qualify if they can subcontract or partner to meet the multi-site requirements, but they should confirm compliance with the mandatory criteria first.
