Msunduzi Municipality seeks a registered external medical professional to provide diagnostic chest X-ray screening for employees over 36 months, covering pre-employment, annual, pension fund and exit medicals. Bidders must hold HPCSA registration and a valid operating licence; closing 27 November 2026.
The Msunduzi Municipality invites suitably qualified and experienced medical professionals to tender for the provision of diagnostic chest X-ray screening for its employees under Contract No. SCM 20 of 26-27. The contract covers a period of 36 months from the date of award and supports pre-employment, annual, exit and pension fund medical examinations in accordance with Natal Joint Municipal Pension Fund regulations. The service requires one routine posterior-anterior (PA) view per employee, with lateral or additional views available only on request by the Occupational Health Medical Practitioner. Reports must be delivered in hard copy, preferably A4 size, to the Occupational Health Clinic at A S Chetty Building, 333 Church Street, Pietermaritzburg, within 10 working days of a purchase order. No CDs are required.
A distinctive feature of this tender is that the X-ray service is to be delivered on-site at Municipal premises using a mobile X-ray trailer fitted with the necessary equipment. The successful provider must take precautions to prevent other employees and members of the public from exposure to radiation, must ensure female employees disclose their pregnancy status before examination, and must include all materials and consumables in the per-X-ray cost. All services must be performed within Pietermaritzburg. Bidders are required to carry Professional Indemnity Insurance of R1 000 000 per claim, and late submission of X-rays or reports attracts a penalty of R500 per calendar day. Prices must be VAT inclusive, remain firm for the first contract year, and thereafter escalate in line with the South African inflation rate on the second and third anniversaries.
Mandatory requirements include a valid individual HPCSA membership certificate, proof of a designated registered private practice, and a valid operating licence in the bidder's name; failure to provide these results in disqualification. Evaluation follows the 80/20 preference point system, with 80 points for price and 20 for specific goals (women-owned businesses, black-owned enterprises and location within the Msunduzi jurisdiction). Functionality scoring also rewards experience in chest X-ray screening (up to 20 points, verified through award letters and references) and radiographer experience (up to 15 points, from CV), with a minimum functionality threshold of 25 out of 35. Tender documents are available from the eTenders portal, and submissions in hard copy and on CD/USB must be placed in the tender box at 2 Abattoir Road (off Kershaw Street) by 12:00 on 27 November 2026. Tenders remain valid for four months from the closing date. The benefit to the successful provider is a multi-year, recurring service contract with a public-sector employer, supporting ongoing occupational health compliance across the municipality.
Registered medical practices, radiology and diagnostic imaging providers, and occupational health service companies with HPCSA-registered practitioners and a valid operating licence, particularly those with experience in chest X-ray screening and mobile X-ray services. Businesses based in or operating within the Msunduzi/Pietermaritzburg area, women-owned and black-owned enterprises may benefit from specific-goal points. Radiographers with over five years of post-qualification experience will also score favourably. Bidders should be prepared to provide professional indemnity cover of R1 million and submit CSD, tax compliance and CIPC documentation.
